Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. This is a Request For Quote (RFQ) and the solicitation number is F38604-08-Q-B078. The 379th Expeditionary Contracting Squadron, Al Udeid AFB, Qatar, requires the following item: MagnaPure 300 at 115 V-60Hz. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25 effective 16 June 2008, DFAR DCN 20080423, and AFFAR AFAC 2008-0128. The North American Industry Classification System code (NAICS) is 333319, Other Commercial and Service Industry Machinery Manufacturing (Water purification equipment manufacturing). The Standard Industrial Classification (SIC) is 3599, Industrial Machinery, NEC. This requirement is being solicited as unrestricted. A firm fixed price contract will be awarded. DESCRIPTION OF REQUIREMENT: CLIN 0001 – 1 Each MagnaPure 300 at 115v V-60Hz Specifications: 1. Requires minimal space (main cabinet no bigger than 24”W x 40”L) 2. Eliminates bacteria and odor of penetrant wastewater and fats, oils, greases to less then 100ppm 3. Requires no filters. 4. Automatically processes penetrant wastewater 5. Requires no more than a 16 square foot foundation. * BRAND NAME OR EQUAL ACCEPTED – ALL SPECIFICATIONS FOR SUBSTITUTE ITEMS MUST ACCOMPANY QUOTE Award will be made to the quotation which offers the best value to the government, price and other factors considered. DELIVERY ADDRESS: All items are to be delivered FOB Destinations, to include all fees, transportation, and labor necessary to deliver to 379 Expeditionary Services Squadron (ESVS), Al Udeid AFB (Doha), Qatar. The following AFFAR clauses apply to this solicitation and are incorporated in full text: 5352.201-9101, Ombudsman, (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
