Description
Joint Contracting Command – Iraq, Theater Wide Requirements Division, will solicit sources to provide all personnel necessary to support the Multi-National Division – Baghdad (MND-B) to provide seven (7) Engagement Coordinators to the MND-B in Iraq. In theater, the Engagement Coordinator will be part of the S7 at the Brigade Combat Team (BCT) level. Work to be performed by the contractor is intended to support the MND-B commander’s overall engagement strategy. In that role they will assist the S7 by recommending and facilitating face-to-face or direct meetings with key influential people in the MND-B AO. They will operate out of the BCT Tactical Operations Center (TOC) at Brigade level. In all locations, they will research and analyze the operating environment and ascertain who the key formal and informal influential tribal, religious, political and opposition leaders are in a particular operating area. Engagement Coordinators will establish timelines to meet with these leaders and preclude any untended breaches in local customs. They must be able to rapidly obtain situational awareness and situational understanding of the social and political environment in Iraq to determine and recommend the best method for the employment of information engagements. Majority of work will be conducted from the BCT, and in the various neighborhood districts at Brigade level. The criteria for Engagement Coordinators are as follows: a) Experience with military operations, 3-5 years military experience preferred. b) Two years of operational experience in-country experience (Baghdad Proper preferred). c) Possess a minimum SECRET Clearance, (current TS/SCI is preferred). Interim clearance is not acceptable. Contractor and contract personnel working under this contract must be able to maintain a SECRET Clearance and must complete all necessary applications, forms, or other documents required by the US Government. d) Have an understanding and is familiar with military operations and terminology. e) Possess at least, a bachelor’s degree or other academic degree or experience that supports/enables the requirements that support the previously mentioned criteria. f) Creative thinker, able to manage self and time wisely. g) Proficient with Microsoft Office applications and have a working knowledge of web-based, collaboration applications such as Breeze. This requirement supports the overall goals of MNF-I and the Government of Iraq (GoI). The contractor shall be responsible for adherence to all U.S. Government, Coalition and Iraqi laws and regulations associated with operations in Iraq. JCC-I anticipates issuance of the RFP on or about 7 July 2008, and receipt of proposals on or about 6 Aug 2008. Subject to the availability of funds, a single award, Firm-Fixed Price (FFP) service contract is contemplated. The contract will include one base year with two option years.
