Description
Solicitation SP4400-08-R-0016 is a proposed service contract for all non- personal services necessary for the removal, transportation and disposal of hazardous materials and waste at DRMO Richmond/Belvoir and surrounding area. This will be a single-award, for a firm-fixed price, indefinite quantity, Small Business set-aside contract. The applicable NAICS Code is 562211. The contract performance period will be an 18-month base period, with two 18-month options. Performance will be requested via issuance of written tasks orders against the basic contract. Solicitation SP4400-08-R-0016 will be issued on or about July 16, 2008 on the World Wide Web. The full solicitation will be available at http://www.drms.dla.mil/newproc/solicitations.htm. The approximate closing date for the solicitation will be August 15, 2008. Qualifications: Prospective contractors and subcontractors must meet all Federal, state and local laws, ordinances and regulations governing disposal of hazardous waste materials and environmental protection. Per FAR 52.237-1, Site Visit (Apr 1984), offerors are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for claim after contract award. Prior to award, the awardee must be registered in the DoD Central Contractor Registration per FAR 52.204-7, Central Contractor Registration and DFAR 252.204-7004, Alternate A, Central Contractor Registration. Proposals shall be submitted via email to: DRMSHazardousContractsEast@dla.mil. Offerors note that amendments applicable to this solicitation will be posted at http://www.drms.dla.mil/newproc/solicitations.htm in conjunction with the solicitation. Offerors reference Government-wide Numbered Note 1. The proposed contract is 100% set aside for small business concerns, and Numbered Note 26. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
