Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being solicited and a written solicitation will not be issued. Solicitation number W912L7-08-T-5003 is hereby issued as a Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25. The Tennessee Army National Guard has the following requirements. This requirement is being advertised as a small business set-aside and the North American Industry Classification System (NAICS) Code is 722320 with a Small Business Standard of six and a half million dollars ($6.5 million) per year. All responsible sources may submit an offer, which shall be considered by this Agency. The following clauses are applicable to this acquisition: FAR 52.212-1 Instructions to Offerors-Commercial Items, FAR 52-212-2 Evaluation Commercial Items, FAR 52.212-4 Contract Terms and Conditions-Commercial Items, FAR 52.212-5 (Dev) Contract Terms and Conditions Required to Implement Statutes or Executive OrdersCommercial Items (JUN 2006) (Deviation), DFARS 252.212-7001 Contract Terms, Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (JUL 2006) (Deviation) and Army Regulation AR 30-22, 3-41a. Contractor must comply with this all regulations; (Catered Meals, a catered meal is defined as: a meal prepared in a commercial establishment for consumption there or delivered to a specific location for consumption or, prepared at the consumption site using caterers portable equipment and subsistence supplies. There is no authority for a caterer to use Government-furnished equipment to prepare subsistence.) The Requirement is for the contractor to provide catered meals in accordance with the following specifications to soldiers attending annual training at Milan Training Center (MTC) Lavinia. Meals will be served at the Dining Facility on location at (MTC) Building Number I 224, 325 Arsenal Lane, Lavinia, TN. 38348-2605. Quotes are due in this office no later than Tuesday, 17 June 2008, close of business four thirty (4:30) p.m. local central daylight savings time. Quote should itemize a per meal cost and a total proposal amount. They can be emailed to paul.david.reagan@us.army.mil or facsimile to 615-313-2659. Point of Contact referencing this solicitation is David Reagan at 615-313-2651. Offers will be evaluated using the evaluation criteria outlined in FAR 13. The award will be made to the vendor whose proposal is most advantageous to the Government. The evaluated non-cost factors for this acquisition shall be availability to meet the Governments requirement, being registered on the Central Contractor Registration (CCR) http://www.ccr.gov/ or you will register, and meeting the menu choices outlined for the meals. Past Performance will not be an evaluation factor in this acquisition. The following Contract Line Item Numbers (CLINs) are as follows: CLIN0001 One hundred seventy-four (174) Breakfast meals per day for the period of July 13 through July 25, 2008 (13 days) for a total of two thousand two hundred sixty-two (2262) Breakfast meals. Breakfast meals shall consist of at least three menus offering a selection of one (1) meat, two (2) eggs, biscuits with gravy or pancakes with syrup, one (1) serving of orange or grape juice, one half (1/2) pint of milk and one (1) serving of coffee. CLIN0002 One hundred seventy-four (174) Dinner meals per day for the period of July 12 through July 24, 2007 (13 days) for a total of two thousand two hundred sixty-two (2262) Dinner meals. Dinner meals shall consist of at least thirteen (13) menus offering a selection of one (1) serving of meat, two (2) servings of vegetables, one (1) serving of bread, one (1) serving of desert and one (1) serving of tea, coffee or soda as a beverage. All costs must be included in the quote. Please provide Dun and Bradstreet number, tax identification number and CAGE code; vendors Offeror Representations and Certifications shall be completed in ORCA at https://orca.bpn.gov/ prior to submission of quote.
