Description
The U.S. Forest Service, Incident Support Branch at the National Interagency Fire Center (NIFC), in Boise, Idaho anticipates issuing a Solicitation within the next thirty (30) days for the dry lease (aircraft without fuel, crews and/or pilots) for a minimum of one (1) and a maximum of fifteen (15) aircraft, including complete contractor provided maintenance support. The delivery date for all aircraft is January 05, 2009. The solicitation, when posted, will allow for Full and Open Competition, resulting in multiple contract awards of Commercial, Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for the dry lease of manufacture built, single or multi-engine, turbine powered aircraft. The contracts will have a base period that will commence on the date of each contract award through December 31, 2009. Each contract will also have two, one year Options. Option 1 will have a period of performance of October 01, 2009 through December 31, 2010 and Option 2 will have a period of performance of October 01, 2010 through December 31, 2011. The aircraft will be utilized by the US Forest Service National Aviation Group for the support of Fire and Aviation Management activities. The successful Contractor(s) shall make the aircraft available for year-round, exclusive use by Federal Government pilots primarily as Aerial Supervision Module (ASM) platforms associated with wildland fire suppression. Other types of work, to a lesser degree, will be resource management, passenger and cargo transportation, law enforcement, pilot training and proficiency, and administrative activities. Aircraft availability will be 14 hours per day beginning at 0800 and ending at 2200 hours. The Aerial Supervision mission consists of directing and guiding large air tankers into a fire area, and as necessary, leading them during actual retardant drop(s). This means operating below 500 feet AGL under a variety of conditions, including steep mountainous terrain and turbulent conditions. In all cases, the aircraft may have other Government employees on board. Only qualified Government pilots will operate these aircraft. The Contractor shall provide the aircraft, complete maintenance of the aircraft, and all oil for the aircraft. The Government shall provide the pilots and all the fuel for the aircraft.
