- The second paragraph of the original synopsis is hereby deleted in its entirety and replaced with the following: The solicitation is anticipated to be released in early July, and will be posted at www.neco.navy.mil. Interested parties are solely responsible for monitoring the website for posting of the solicitation and any amendments thereto. The closing date will be established in the RFP. The original synopsis, published on 13 Jun 08, appears below: The Philadelphia Division, Contracting Department, FISC Norfolk intends to acquire on a competitive basis, Public Communication and Media Support Services in support of the Department of the Navy Office of Information (CHINFO). Support will be required both CONUS and OCONUS in the following broad areas of professional support: communication integration & strategy, media relations, community outreach/relations, visual information systems and imagery marketing, PA professional and community development, capabilities integration development, Communication Information Environment (CIE) management and training, and public information materials development and production for CHINFO Headquarters and NAVCO, which is a CHINFO field activity. The work objectives to be performed under this contract are to provide related specialties and corporate capabilities for services, studies, analytical support, integration, and implementation of the broad spectrum of public affairs issues, policies, and procedures. To meet the requirements, CHINFO requires the contractor to provide necessary services to include personnel, materials and other services to accomplish the mission. In addition to the foregoing, the contractor will be required to coordinate and produce as deliverables various communication products, such as posters, manuals, trade show displays, videos, brochures, exhibits, flyers, etc. A significant amount of work is anticipated to occur outside the Continental U.S. (OCONUS). The quality of services provided shall conform to the highest standards in the relevant profession, irrespective of the location that work is performed. The solicitation is anticipated to be released in early July, and will be posted at this website. Interested parties are solely responsible for monitoring the website for posting of the solicitation and any amendments thereto. The closing date will be established in the RFP. The Government intends to issue multiple awards using full and open competition for Cost Plus Fixed Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) type contacts. The anticipated period of performance is a base year, with 4 (four) one-year option periods. Orders under the contracts will be competed and could be CPFF or FFP. All interested offerors should get a copy of the solicitation from the web site mentioned above and, if there are any questions about it, direct those questions to Joanne Reinert at joanne.reinert@navy.mil no later than 8 calendar days after the solicitation is released. All offers shall be mailed to the address shown in Block 7 of the solicitation, ATTN; Joanne Reinert, Code 280.1B, with a reference to the solicitation number. There is a goal for primes to subcontract at least 15% of the subcontracted effort to small businesses. The applicable NAICS Code is 541820 and the associated size standard is $6.5 million.
