- This design-build solicitation notice is being advertised on an unrestricted basis, inviting full and open competition by all interested firms with specialized experience and qualifications required by this project. This procurement will result in the award of a firm fixed-price design/build construction contract for a Consolidated Dining Facility at Marine Corps Recruit Depot Parris Island, Beaufort, SC 29905. The project will occur in one phase over the next two years. The project requires a LEED Certified rating. This project constructs a new 54,605 SF dining facility that will accommodate a serving requirement of 6000 patrons in support of the Second, Third, and Support Recruit Training Battalions. The facility shall include all dining areas, service areas, food production areas, receiving and storage areas, and general spaces to include areas for staff and managers. The new structure will be a single story, steel frame building on pile foundations with grade beams and will be designed for compliance with area hurricane, seismic zone, and FEMA finish floor elevation requirements. The new building will have exterior CMU walls with brick veneer and a standing seam metal roof on a steel truss system. The project will include mechanical, electrical, fire protection systems and utility connections for electrical power, communications, water, sewer, and steam. Project site improvements include access road and parking, ATFP compliance, and site improvements for access. This is a negotiated procurement utilizing the Two-Phase Design/Build selection procedures that consists of the submission of technical and price proposals. Phase-One of the procurement process is a narrowing step of offerors up to a maximum of five (5) proposers (design-build teams) who offer the best technical value to the government, unless the source selection authority determines that a number more than five (5) is in the Governments interest and is consistent with the purposes and objectives of Two-Phase Design/Build contracting. In Phase-Two, the selected successful Phase-One offerors will be required to submit technical and price proposals for the project. The source selection process to be used is Best Value Trade-Off Approach. Award will be made to the offeror whose total price and technical proposal offers the best value to the government. The narrowing of Phase-One offerors is based on submission of: Contractors Responsibility Evaluation Form, a letter from their Bonding Company showing that the firm has an aggregate bonding capacity between $19,900,000.00 to 22,100,000.00, and design-build technical factors that include: Relevant Experience & Technical Qualifications, Past Performance, and Past Small Business Subcontracting Effort and SDB Participation. Phase-One technical factors relate to the general building practices for new construction, and complex utility infrastructure, and roofing on projects. Qualifications should include fire protection, comprehensive interior design and sustainable features. All professional disciplines shall be registered and/or certified in their discipline. Contract award is anticipated on or around 30 Sep 2008. The construction completion date will be 740 days after award. The estimated price range for the entire project is between $19,900,000 to $22,100,000. The NAICS Code is 236220 with a small business size standard of $31,000,000. Proposals will be due on or about 6 Aug 2008. For those offerors chosen to participate in Phase II, attendance at the Pre-Proposal Conference and Site Visit on or around 20 Aug 2008.
