- The US Army Contracting Agency, Contracting Center of Excellence (CCE) at the Pentagon, on behalf of the Arlington National Cemetery (ANC), General Management Department, is seeking all potential service disabled veteran owned (SDVO) businesses and small businesses to procure services to water small trees, larger trees and shrubs; spray trees and shrubs with pesticides or other products; apply soil injections of fertilizers, pesticides and other products to trees and shrubs and vertical mulch trees and shrubs. This notice is open ONLY to all certified and qualified service disabled veteran owned businesses (SDVO) and small businesses with NAICS code 561730 with a size standard of $6.5 million. An Indefinite Delivery Indefinite Quantity (IDIQ) type contract with firm fixed priced (FFP) and labor hour (LH) delivery orders is anticipated; with a period of performance of a 1 1-year base period and 4 1-year option periods. The place of performance will be at the Arlington National Cemetery (ANC) located in Arlington, Virginia; and the U.S. Soldiers and Airmans Home National Cemetery (USSAHNC) located in Washington, D.C. No Security Clearance is required. Interested service disabled veteran owned businesses (SDVO) and small businesses are encouraged to submit their capability packages detailing their experience in the tasks under the Performance Work Statement (PWS), which is accessible at the CCE website: http://dccw.hqda.pentagon.mil/rfp/rfp_1.asp titled, Arlington National Cemetery(ANC) - PWS, Plant and Tree Shrub Application; and answering the following questions: Note, all questions must be answered. (1)What is your companys experience, if any, with: a.Delivering large volumes of water to trees and shrubs. Include equipment used, locations, numbers of trees or shrubs, and presence of visitors or traffic. b.Applying pesticides to shrubs. Include equipment used, locations, number of shrubs, and presence of visitors or traffic. c.Applying pesticides to large trees with heights of 90 feet or greater. Include equipment used, locations, number of trees and presence of visitors or traffic. d.Vertical mulching within tree root zones. Include equipment used, locations and scope of work. e.Soil injection into root zones of trees of fertilizer or other products. Include equipment used, product applied, locations, and number of plants. (2)What is the expertise of your personnel intended for this project, particularly as it relates to: a.Pesticide applications. Include current state certifications and licensing, and expertise in utilization of spray and/or soil injection equipment. Include description of job sites and scale or scope of application sites. b.Operation of trucks and tractors used in the conveyance of water tanks, fertilizer mixes, and pesticide spray equipment. Include a description of the job site in terms of size and scale. (3)What is your plan for staffing? Include approximate number of personnel, positions held, and relevant experience. (4)How will you adjust your staffing plan to compensate for fluctuations in work assignments? For example, during extended periods of drought and heat. Describe your capabilities to employ additional equipment and personnel required to meet the assignments. (5)How will you ensure rapid response for assigned emergency work? Emergency scenarios could include pesticide applications to control a disease or insect outbreak, or watering to protect trees and shrubs from desiccation. (6) What quality assurance method(s) will be employed? All capability statements must be submitted by June 26, 2008 at 2:00PM EST to Dionne N. Yelder at dionne.yelder@hqda.army.mil. Please limit the length of packages to ten (10) pages; packages over 10 pages will not be evaluated. Also, provide your companys name, point of contact (POC), contact information (company and email address, and phone number), and business size under the above NAICS code to assist us in maintaining a list of interested service disabled veteran owned businesses (SDVO) and small businesses for this potential requirement. Based on an evaluation of the capability packages, the Government will be able to determine if at least two responsible service disabled veteran owned businesses (SDVO) and/or at least two small business concerns are capable of performing this requirement. If so, the requirement will be solicited as a 100% set-aside for service disabled veteran owned businesses (SDVO) or 100% set-aside for small business concerns. If capability packages are not received from at least two responsible service disabled veteran owned businesses (SDVO) or two small business concerns by the response date, or if the Government determines that no service disabled veteran owned businesses (SDVO) or small businesses are capable of performing this requirement, this requirement will be solicited under full and open procedures. NOTE: This notice is for information and planning purposes only and is not to be construed as a commitment by the Government (a contract may not be awarded as a result of this combined sources sought/synopsis). No other synopsis will be posted for this requirement. However, a written Request for Proposal (RFP) is anticipated to be posted on or about July 18, 2008. The RFP would be accessible through FedBizOpps website (www.fedbizopps.gov) and from CCEs homepage at: http://dccw.hqda.pentagon.mil/rfp/rfp_1.asp under the number W91WAW-08-R-0072. No hard copies of the RFP will be issued; all amendments will be posted and must be retrieved from this website. Also, the RFP will include a deadline for questions that must be submitted sooner than the deadline and would only be accepted in writing (via email) to the POC identified below. No solicitation mailing list will be compiled. Vendors are responsible for all costs for producing and mailing their proposals. The POC for this notice is Dionne N.
