- Description
- The contractor shall provide utility-grade renewable electric service from a photovoltaic (solar) power system to Davis-Monthan AFB (DMAFB) AZ under a utility service contract pursuant to FAR Part 41. The Government will provide, via long-term lease (minimum 20 years), up to 350 acres of land (not contiguous) suitable for photovoltaic arrays on DMAFB. The contractor will design, build, own, operate, and maintain the array(s). The minimum size array contemplated is 1 MW, with the maximum being up to the offeror as a business decision. The contractor may sell the Renewable Energy Credits(RECs) to a third party. The successful offeror's proposal will become part of the contract upon award. Award will be made to the lowest-price technically acceptable offer. In this context price refers to the total estimated electricity costs (including any resultant changes to rates offered by the local electric utility) over the life of the lease. The applicable NAICS Code for this solicitation is 221119. The solicitation will be issued, on an unrestricted basis, on or about June 27, 2008. It will be available only via the Electronic Procurement System ( www.fedbizopps.gov ). No paper copies will be furnished. No bidders mailing list will be maintained. A pre-proposal conference will be conducted on 15 July 2008 for the purpose of answering questions regarding this solicitation. Prior to the pre-proposal conference the government will provide a tour of the sites where the solar array(s) may be constructed. At the time of the site visit, contractors can request a copy of the site map, which will be located in the technical library. Submit the names of all attendees (not to exceed 3 per company) to Arthur Perry at arthur.perry@dm.af.mil by 11 July 2008. Offerors are requested to submit questions to Arthur Perry at arthur.perry@dm.af.mil no later than 25 July 2008.
