- Description
- The Bureau of Reclamation, Yuma Area Office, Yuma, Arizona has a Commercial Item Requirement, Firm Fixed Price for Geophysical - Canal Seepage. Request for Quotes No. 08SQ340109 will be issued for this requirement. The work to be performed under this requirement consists of delineating locations and estimating relative quantities of flow of canal seepage. It is anticipated that estimates of seepage quantity and location will be based at least in part on measurements of subsurface electrical resistivity or conductivity. It is expected that the vertical resolution of the resulting resistivity sections will vary with the electric properties of the canal water, canal foundation and subsurface soils. Offeror's proposals shall indicate methods proposed to image a minimum of 16 feet (5 meters) below the canal foundation. Water depths vary from 3 feet to 15 feet (1 meter to 4.6 meters). Other measurements on the (non-saturated or partially saturated) soils adjacent to the canal may need to be carried out to form an estimate of relative rates of canal seepage. It is expected that the Offeror recommend a sampling plan to verify and refine correlations between electrical properties and soil/soil water properties relating to seepage rates The Bureau of Reclamation will collect the samples and provide field or laboratory analysis at it s discretion and in consultation with the Offeror. The Offeror will evaluate and report correlation between electrical property measurements and measured properties of the samples. For this acquisition, the North American Industrial Classification System Code is 541690 and the small business size standard is 500 employees. This acquisition is a total Small Business Set-Aside. It is anticipated that the solicitation will be issued on or about June 13, 2008 and the date and time for receipt of proposals will be on or about June 30, 2008, 4:00 p.m. local time, however all dates in this announcement are subject to change. The Solicitation will be issued via www.fedbizoppps.gov but the Government reserves the right to issue the solicitation on paper or CD-Rom in the event the website becomes inoperable or if the Contracting officer determines it is in the Government's best interest to do so. Offerors should register on the website to be included on the offerors list in order to receive notifications pertaining to the solicitation, or visit the website after June 18, 2008, in order to access the solicitation and any subsequent amendments and/or notices. Effective October 1, 1997, contractors are required to register their firms in the Central Contractor Registration (CCR) database prior to receiving a contract award. This database provides basic business information, capabilities, and financial information to the Government and complies with the Debt Collection Improvement Act of 1996, which requires federal agencies to have the Taxpayer Identification Number (TIN) of every contractor and to pay every contractor through electronic funds transfer. Registration can be accomplished through the World Wide Web at http//www.ccr.gov. Lack of registration in the CCR database will make an offeror ineligible for award. Offerors will be required to complete the annual representation and certification electronically via the Online Representation and Certification Application (ORCA) website at http://orca.bnp.gov.
