- Description
- The United States Government, represented by the U.S. Agency for International Development (USAID), Uganda, is seeking proposals from qualified organizations interested in providing monitoring and evaluation services to the CSF. The contractor will be contractually accountable to USAID and, through USAID, to the CSF and the participating donor agencies for successful operation of the CSF as outlined in a Memorandum of Understanding between the participating donors. The CSF was created to eliminate a fragmented and poorly coordinated response to national HIV/AIDS and opharns and vulnerable children (OVC) efforts, and to strengthen partnerships with civil society and local governments. Cognizant of the above and various other concerns raised through a number of consultative sessions, the establishment of a streamlined funding mechanism was endorsed as the most appropriate way to fund civil society. This funding mechanism was conceptualized to address a number of issues including (i) resolving some of the concerns and problems expressed by civil society organizations (CSOs), government and donors (ii) providing a possible way for harmonizing GFATM funding support to CSOs for non-health and non-facility based interventions on HIV/AIDS, OVC, TB and Malaria, (iii) establishing linkages between the Ministry of Gender, Labor and Social Development (MGLSD) OVC and the donor support for HIV/AIDS to CSOs and (iv) responding to the Global Task Team and Recommendations on Aid Effectiveness and Efficiency and the Paris Declaration on AID Effectiveness. In an effort to streamline the planned funding mechanisms as much as possible, there was further agreement on the establishment of one Civil Society Steering Committee (SC), and three operating units to support the implementation of the CSF - the Technical Management Agent (TMA), the Financial Management Agent (FMA) and the Monitoring and Evaluation Agent (ME) that would represent this partnership between the GOU, donor and civil society. USAID/Uganda anticipates issuing the RFP o/a June 27, 2008.
