Description
COMBINED SYNOPSIS/SOLICITATION Analog Signal Generator (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NB818030-8-39337SRG. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25. (IV) This solicitation is being issued as a Total Small Business Set. The associated NAICS code is 423690. The small business size standard is 100 employees. (V) This combined solicitation/synopsis is for purchase of the following commercial product: CLIN 0001: Agilent "Brand Name or Equal" Analog Signal Generator HP N5183-540. (VI) Description of requirements is as follows: CLIN 0001: - Frequency range: 100KHz or lower to 40 GHz or higher - Single sideband phase noise at 20 GHz with a 1 KHz offset: <85dBc/Hz - Single sideband phase noise at 40 GHz with a 1 KHz offset: <80dBc/Hz - Output power at 40 GHz: 7dB - Minimum leveled output power without attenuator: -20dBm - Minimum pulse width: 500 ns or less - Interface: IEEE, LAN, and USB - 12 month warranty (VII) Place of delivery is FOB Destination to NIST, Building 22, 325 Broadway, Boulder, CO 80305-3328. (VIII) Required delivery is no later than 7 weeks after receipt of order. All Federal Acquisition Regulation (FAR) full text Terms and Conditions can accessed at http://www.arnet.gov/far/. (IX) FAR 52.212-1, Instructions to Offerors -- Commercial Items (Sep 2006), applies to this acquisition. Offerors are instructed to provide, in addition to a written price quote, lead time for delivery of products, and if quoting an "equal, but not brand" show the comparison specifications and qualifications for the product to perform to required specifications listed in paragraphs VI. Please also provide the shipping costs if the government fedex account #238980542 is used and what the shipping would be without the government fedex account would be. (X) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Offers will be evaluated based on the technical capability to meet requirements and award will be made to the firm offering the best value to the Government. (XI) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Nov 2006), with its quote. (XII) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Feb 2007), applies to this acquisition. (XIII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items (Jun 2007) applies to this acquisition (XIV) The following clauses are also applicable to this acquisition: 52.211-6 Brand Name or Equal; 52.222-21 Prohibition of Segregated Facilities; 52.222-26 Equal Opportunity; 52.222-35; 52.222-36 Affirmative Action for Workers with Disabilities; 52.225-3 Buy American Act-Supplies. Reference 52.232-33 Payment by Electronic Funds Transfer-Central Contractor Registration. (XV) The Government intends to award a firm-fixed-price order resulting from this solicitation. (XVI) Quotes are required to be received in the contracting office no later than 12:00 P.M. MST on June 20, 2008. All quotes must be faxed or emailed to the attention of Suzanne A.
