- This procurement is being procured in accordance with FAR Part 13, Simplified Acquisition Procedures. The office of NOAA, National Marine Fisheries Service (NMFS) located in Seattle, Washington require a contractor to collect fish tissue for stable isotope analyses from and conduct rigorous ecological assessment of the main stem John Day River. Background and Objectives -- The Center provides scientific and technical support to NMFS for the management, conservation, and wise-use of the Northwest region's marine and anadromous resources. To address some of these needs the Conservation Biology Division formed the Mathematical Biology and Systems Monitoring Program to develop, in tandem with the existing Salmon Science Programs and Salmon Recovery Planning Teams, quantitative tools for assessing population and habitat status and recovery potential and progress. One of the major projects undertaken by this program is the development of a large-scale comprehensive monitoring program to be implemented in a number of Columbia River sub-basins. The specific component of the overall monitoring design project specified in this request is an assessment of smallmouth bass and northern pikeminnow isotopic signatures and the ecological condition of their habitat in the mainstem John Day River. Specifically this project will address the following tasks: Demonstrate a statistically and ecologically defensible protocol for assessing the entire mainstem of the John Day River. Determine the degree to which smallmouth bass and northern pikeminnow consume juvenile, stream-reared, steelhead trout by assessing isotopic signatures in bass/pikeminnow muscle and selected macroinvertebrate prey.
