Description
DESCRIPTION: GOVERNMENT SOURCES SOUGHT - REQUEST FOR INFORMATION (RFI) for Underwater Camera Systems that will be used in an existing series of Unmanned Underwater Vehicles (UUV) to create a photographic mosaic of the seafloor. THIS IS NOT A REQUEST FOR PROPOSALS. SCOPE: These camera systems are intended to upgrade existing camera installations. However, software, mechanical, and electrical interfaces can be modified to support a new camera. The camera will need to interface with a GFE Strobe system described below. Camera system requirements are as follows. Operational Environment:UUV - Speed - between 1 and 2.5 knots (2 knots nominal) Altitude - between 2 and 8 meters (5 meters nominal) Depth - 300 meters maximumWater - Turbidity - Clear water Temperature - 0 to 32 degrees C Electrical: Power - 24 Volts DC (nominal) - No less than 18V, no more than 32V (supply voltage can be changed) Not to exceed 10 watts average load. Communications - Ethernet interface is preferred. Mechanical: Housing Diameter - 5 inches (housing shall be assumed to be cylindrical) Housing Length - 10 inches not including cabling (can be changed) Connectors - Current system uses Seacon Mini-Con series (can be changed) Minimum Resolution: Pixel Size - 2.5 millimeters (On Target, Static Case - No motion) Minimum Area Coverage Rate: Rate - 8,000 square meters per hour Strobe System (GFE): Our strobe subsystem electronics shall provide 200 Joules of energy to two strobes at a rate of once every 2 seconds. Our lamp efficiency is 40 Lumen-Seconds per Joule. The Field of View (FOV) for the strobes is 70 degrees. The edge of the FOV is defined as the point at which light intensity has dropped to 80% of the maximum intensity. During our factory acceptance test, the on-axis power for a single strobe was measured with an Ikelite DM4200 exposure meter @ 10 feet with an ASA setting of 100. The exposure read f5.6, which equates to a guide number of 56. The strobe trigger is active low and requires a sink current of less than 1 milliamp. RESPONSES: Interested parties may provide electronic or paper submittals to be received by the Government by 1630 hours on 23 June 2008. There is no specific format or outline that submittals must follow. Each response must reference the RFI title and must be limited in length to ten (10) typed pages. Specific narrative information that should be provided in the submission include: (1) System description and capabilities (2) Summary of past test events with location, dates and results (3) Logistic supportability and (4) projected unit cost estimate information. Supporting literature and test documentation that demonstrate technical maturity of your proposed solution may be included in addition to the 10-page narrative paper. Contractors offered an opportunity to demonstrate their system will be provided additional details including demonstration schedule and extent of support the Government will provide. Contractors responding should indicate whether they are a small business (S), a small disadvantaged business (SDB), 8(a), or large business (L). Telephone responses will not be honored.
