This is a modification to the synopsis. The response date is corrected to read 6/30/2008. 1. Is this a follow on?No. This is a new effort and there is no previous contract action. 2. Is this work going to be classified at all?No. 3. What Geospatial Information System (GIS) application or solution is USGS currently using? The solicitation will detail the information when released. Please check this site for release on or after 30 June 2008. 4. Does the USGS want a custom GIS from the ground up? Or would it be customization of a COTS system?This will be a customized effort and the specifics will be detailed in the solicitation. 5. Please provide us with the statement of work for the current contract in place?There is no current contract. 6. Is there an incumbent contractor currently providing these services? If yes, who is it? No, there is no incumbent. 7. The Presolicitation Notice indicates that the RFP will be issued on or after June 30, 2008, and that the response date is July 15, 2008. How much time does the Government plan to give bidders to respond to the RFP?The end date of the presolicitation notice has been corrected to read June 30, 2008. The solicitation will state how long bidders have to respond. 8. Is a bidders conference planned for this effort?No. 9. Does the Government plan to issue a draft RFP?No. 10. The notice states that this is a 100% small business set-aside, per FAR Part 19.5. Will there be any limitations on subcontracting for this effort? Per the SBA, a small business must perform at least 51% of the work awarded under a set-aside contract. Is that what is intended for this effort? FAR 52.219-14(b)(1) applies. "(1) Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern." 11. We note that the Government intends to award an FFP contract. And yet, regarding the scope of work to be performed, as summarized in the notice, there are activities like support services and development for which it is often very difficult to produce fixed-price costs, unless the scope is very well defined, e.g., 1000 hours of on-site end user support. Does the Government intend to set the scope for all services rendered under the contract?The solicitation will detail specifics. 12. Does the Government intend to share the budget limitations for this procurement? This will help contractors understand the total scope that the Government has in mind, and therefore enhance competition.No.
