Description
SOURCES SOUGHT NOTICE: In consideration of the requirements of P.L. 109-461 (Veterans First), The Department of Veterans Affairs is seeking qualified Service Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB) to conduct electrical work at its Buffalo, NY facility. IF ADEQUATE RESPONSES ARE NOT RECEIVED, THE ACQUISITION MAY BE SOLICITED AS A SMALL BUSINESS SET-ASIDE.TITLE/DESCRIPTION: The VA Western New York Healthcare System has a requirement for a contractor to install government supplied automatic transfer switches (ATS) at its Buffalo, NY VA Medical Center, located at 3495 Bailey Avenue in Buffalo. PERFORMANCE PERIOD: 4 months from Notice to Proceed. DOLLAR VALUE: Estimated total construction cost is between $250,000 and $500,000. This is not a notice of pre-solicitation. This Sources Sought Notice does not constitute a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does this issuance restrict the Government's acquisition approach. The North American Industry Classification System (NAICS) code is 238210. PRIME SDVOSB or VOSB contractors interested in receiving a solicitation/RFP for this requirement and submitting a bid/price proposal MUST submit the following by 12:00 p.m. (EST) on Friday, June 27, 2008: (1) A statement indicating your qualifications (including any education, experience and/or expertise) to complete electrical type contracts as a Prime Contractor, with the understanding that P.L. 109-461 stipulates that 25% of the work shall be performed by the Prime Contractor (requirement for Specialty Trade Contractors); (2) A list of relevant past performance in electrical contractor work including contract numbers, project titles, dollar amounts, and points of contact with their current phone numbers; (3) Evidence of capability to be bonded for bid, performance and payment bonds; All of the above must be submitted in sufficient detail for a decision to be made on the availability of interested SDVOSB or VOSB concerns. Responses shall be limited to two (2) pages. Registration via Central Contractor Registration (www.ccr.gov) and VetBiz (http://www.vip.vetbiz.gov/) as a SDVOSB or VOSB is a pre-requisite to be considered as a qualified vendor. Submissions shall be sent to Mr. Joshua Bowers, Contracting Officer, at Joshua.bowers@va.gov. Reference "ATS Sources Sought". Responses will be used solely to determine whether to hold a SDVOSB/VOSB competition or proceed with a Small Business set-aside.
