Description
This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/homepage.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. Amendment 0001: A receiver drawing (MK15A1012) is available to interested vendors participating in this sources sought synopsis. The drawing may be accessed if registration in the Central Contracting Registration (CCR) as well as the Joint Certified Program (JCP) can be verified. The receiver drawing will only be released to contractors who are authorized / certified by Defense Logistics Service Center via the Joint Certification Program. Additional information is available at http://www.dlis.dla.mil/jcp/. To request the receiver drawing, please email requests to the Point of Contact (POC) listed at the bottom of this announcment. Other requests to receive the data shall be referred to Commander, Code 0562NN, NSWC Crane, IN 47522-5001. Registration with CCR and JCP will be verified by Cage Code number. Please contact Mr. Nickolas Robbins, by email, at the following address: nickolas.robbins@navy.mil. Please provide a POC, Company Name, and correlating cage code number. Once this information has been provided, the receiver drawing will be emailed to the respective vendors. Original: MARKET SURVEY SOURCES SOUGHT SYNOPSIS: The Government is issuing this sources-sought announcement as part of a market research effort to support a requirement for a stock for a heavy caliber sniper rifle. All interested sources are encouraged to submit company and product literature, references, and other pertinent information for the Governments consideration. The Government is interested in analyzing and testing stocks to possibly replace the current MK15.50 Caliber sniper rifle stocks in the Naval Special Warfare inventory. Stock requirements include:1)The stock shall be able to accept the McMillan.50 Caliber Bolt Style Barreled Action.2)The stock shall not interfere with the movement of the bolt upon extraction or upon chambering/locking3)The stock shall not interfere with the ejection of a spent or unfired round.4)The stock shall have the ability to reduce the overall length (27.35 without spacers and recoil pad) by folding, collapsing or removing.5)The stock shall have an overall length not to exceed 19.60 with the buttstock folded, collapsed or removed6)The stock shall have the ability to accept removable box magazines of the stock makers choice. (Magazine must be capable of accepting a minimum of five (5).50 Caliber rounds that are in the current ammunition inventory.) 7)The stock shall have the ability to attach a bipod. The bipod can be either permanently mounted or removable. The acceptance point shall be of such a design as to allow or possess a bipod that is able to withstand the weight, recoil and use induced by Special Operations Forces.8)The stock shall be capable of allowing for the installation or already have the 1913 style rails at the 9 oclock, 3 oclock, and 6 oclock position. 9)The stock shall be capable of allowing the installation of a saddle mount type of device to allow for the installation of optics at the 12 oclock position.10)The stock shall be of such a design as to allow for change of a minimum of one and one half (1.5) inches to the length of pull.11)The buttstock area shall possess an adjustable cheekpiece that shall allow for the shooter to easily position his cheek weld so that the shooters eye is level with the scope set up on a current MK15 barreled action with a 30 MOA rail and 1.375 scope rings. Further, the government requests that interested vendors send one complete stock and any testing documentation, instructions, and warranty information. This stock will be graded using the above criteria. The government may then purchase up to five (5) stocks from vendors meeting the minimum criteria for additional user and destructive testing. Interested vendors should respond to the POC below by 23 July 2008. Based on the number of vendor interests and information received, the government will then schedule further testing and user/operational evaluations. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the Government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
