Description
The National Institute of Standards and Technology Manufacturing Engineering Laboratory Division, Dimensional Metrology Program, has a requirement for software support of the Manufacturing Engineering Laboratory’s Surface Metrology algorithm Testing system (SMATS). The Dimensional Metrology Program operates a Web-based Surface Metrology Algorithm Testing System (SMATS), which provides users with standard surface profiles and traceable results for statistical parameters of those profiles. These results may be compared with a user’s own calculations to assess the accuracy of the user’s surface metrology software. Maintenance and development of this Website requires a contractor with expertise in both scientific software and surface metrology. Additionally, the contractor personnel assigned to this order must possess expertise in information technology, particularly in Java, Java Script, Java Server Page, XML, XPML, and Object Oriented Design. The purpose is twofold: 1) to maintain and develop the SMATS Website by interacting with users, repairing bugs in the software, and upgrading the functions when appropriate, 2) to test the SMATS Website by comparing the results of 12 parameters for six profiles with results generated by Websites of two other national measurement institutes. The parameters are: profile, waviness, and roughness. The competitive Request for Quotation(RFQ), specifications, attachments, amendments, and all questions and answers related to this acquisition shall be made available via the Internet at HTTP://WWW.FEDBIZOPPS.GOV under RFQ number SB1341-08-RQ-0354. The RFQ is anticipated for release on or about June 12, 2008, and will only be available via the internet at the above web site. Potential offerors are responsible for accessing the web site. Interested parties must respond to the RFQ in order to be considered for award of any resultant contract. Telephone requests shall not be honored, and no bidders list shall be maintained.
