Description
The objective of this notice is to seek out small business contractors who show interest in providing the Federal Transit Administration (FTA) with contractor support to conduct detailed Financial Capacity Assessments (FCA’s) for projects seeking Section 5309 New Starts funds. FCA’s entail a review of the financial condition and capacity of the sponsoring agency considering a New Starts investment, and the level and stability of local financial commitment towards the project. 49 U.S.C. Chapter 53 Section 5309 contains criteria for determining whether New Start projects are eligible for funding. The FCA also considers the grantee’s system-wide financial capacity, assessing future operations and infrastructure maintenance needs, as well as requirements to replace capital assets on a regular basis. Previous FTA policy was to conduct FCA’s of all proposed New Starts projects prior to award of a Full Funding Grant Agreement (FFGA). FTA has altered this policy and is now performing them prior to approving a project into final design. In this way, grantees can be made aware earlier in the process of any significant financial issues or concerns that must be addressed prior to receipt of an FFGA. For all tasks, the small business contractor shall assist FTA in providing technical assistance to the project sponsor with regards to identified deficiencies and provide the associated procedural guidance. FTA is looking for small business contractors to provide assistance with transit planning and analysis experience. Firms who are able to provide the detailed assessments needed to make such determinations will be considered. All small business concerns that are able to provide the services described above, are encouraged to forward their capability statement (not to exceed 5 pages) to the point of contact (POC) identified below. Capability statements are to be submitted electronically, no later than June 25, 2008 to the Primary Point of Contact (POC) identified below. All sources will be added to the solicitation mailing list and notified when the agency synopsizes the requirement in the Government Point of Entry (GPE). The GPE may be accessed via the Internet at http://www.fedbizopps.gov.
