Description
Under the authority of FAR 6.302-1, the U.S. Army RDECOM Acquisition Center, Natick Contracting Division, Natick, MA, on behalf of the Naval Health Research Center (NHRC),intends to award a Firm Fixed Price Contract to Northern Illinois University (NIU) of DeKalb, IL, involving the examination of selected personnel performance factors that impact troop readiness. NIU is the only contractor who can successfully perform this acquisition within the time contraints, because this project is a continuation of a previous effort between NHRC and NIU. The contract is composed of two broad research projects. The first project, which is a longitudinal study that follows recruits from their entry into the United States Navy across multiple time points, is needed to determine the consequences of individual abuse victimization and perpetration on naval readiness. More specifically, this study will allow for estimations of the number of personnel with different types of abuse histories, will provide data indicating variables that are related to the occurrence of abusive behaviors, and will provide data regarding the outcomes of abuse histories. The second research project is an analysis of data derived from gender-specific sexual assault intervention programs for United States Navy men and women. The data from this second project will provide an estimate of the types and number of personnel that may profit from intervention/prevention programs. These studies are part of a series of studies whose goal is improving troop performance and readiness. This is a 12 month effort. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
