Description
This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Southwest Region, National Marine Fisheries Service Manchester Field Station located in Port Orchard, WA on a sole source basis with Long Live the Kings. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will provide biological services culture steelhead trout, collect biological data and produce data reports to support a NOAA NWFSC-led experiment to determine the benefits and risks of steelhead supplementation efforts in Hood Canal. Proposed contractor will real steelhead and provide biological data, biological samples and written documents. The following tasks will be performed to support the experiment: 1.) Egg collection and juvenile O.mykiss culture; 2.) Adult rearing and release; 3.) Juvenile and adult abundance sampling in West Hood Canal Streams; 4.) Redd surveys, makings and hydraulic sampling; 5.) Provide all collected data in electronic spreadsheets. The Long Live the Kings was identified by program office as the only source that can complete work on this project. The Long Live the Kings hatchery is the only rearing facility available within the fish disease management area that would allow for specified rearing to occur, proposed vendor is the only organization that has been granted landowner permission as the lead entity to perform routine biological sampling in the portions of the Hamma Hamma river watershed under study and has a history of successful working with private landowners in the lower Duckabush River watershed to conduct biological studies. The government intends to negotiate a firm- fixed price contract with a period of performance that will start from date of award and ends May 31, 2009. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government. This is a small purchase action estimated value not to exceed $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
