- This publication serves as notice of intent to procure services for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Southwest Region, National Marine Fisheries Service Manchester Field Station located in Port Orchard, WA on a sole source basis with Skokomish Indian Tribe. The government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. Proposed vendor will provide biological services to support a NOAA NWFSC-led experiment to determine the benefits and risks of steelhead supplementation efforts in Hood Canal. The following tasks will be performed to support the experiment: 1.) Parr and Smolt collections; 2.) Redd surveys, red marking and egg collections; 3.) Hydraulic sampling; 4.) Provide all collected data in electronic spreadsheets and 5.) Obtain necessary permits. Skokomish Tribe was identified by program office as the only source that can complete work on this project. The Skokomish Tribe's Treaty rights maintain exclusive access to portion of Skokomish River that flows through Skokomish Tribal reservation. Redd surveys and juvenile steelhead collections are required within the portion of the river that flows through the Reservation and they hold permits to collect juvenile steelhead in a screw trap in the Skokomish River, which is the critical component of this study. The government intends to negotiate a firm- fixed price contract with a period of performance that will start from date of award and ends May 31, 2009. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days of publication of this synopsis will be considered by the government. This is a small purchase action estimated value not to exceed $100,000.00. ****The Western Regional Acquisition Division, requires that all contractors doing business with this Acquisition Office be registered with the Central Contractor Registry (CCR) as of October 1, 2003.
