Description
This is a combined solicitation synopsis. No other solicitation is available. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This requirement is a 100% small business set-aside, however, if the government does not receive responses from small businesses that are responsive and reasonable, other businesses will be considered. The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) has a requirement to lease a total of seven (7) vehicles six (6) Pickups 4x4 and one (1) Suv for Base and (4) One (1) Year Option. Start date June 20, 2008. ITEM 0001: (Qty 6 each) – 2007 or 2008 with mileage not greater tna 20,00 miles on said vehicles and in like new codition, Pick-up 4x4, Crew cab –Six (6) or Eight (8) Cylinder, ½ ton pick-up – bed size long (6’). Gas engine automatic transmission, required options, locking hubs, air conditioning and standard radio, power locks, power mirrors, power windows.; ITEM 0002: (Qty 1 each) – 2008 Suv’s Ford Explorer 4WD and Chevrolet Trailblazers can be Model Year 2008 4x4, equipped with V6 engines, leather seats air condition, power locks, power windows, power mirrors. Preferred colors on all vehicles: Dark Colors, NO RED OR WHITE Color Vehicles. Vehicle being leased shall not be traced back to ATF. Registration shall show lease to the leasing company. The lease price shall include unlimited miles per year. SERVICE AND MAINTENANCE REQUIREMENTS The Contractor shall provide routine preventive maintenance (lubrication, oil/filter changes, replacement wipers and bulbs, including state inspection, etc.), breakdown maintenance/repairs, warranty/recalls/safety/emissions tests/inspections, and road-side assistance at no additional cost to ATF. The Contractor will notify ATF when each vehicle is due for preventive maintenance, inspection or repair, and where the vehicle should be taken to obtain the required service. ATF will deliver the vehicle to the designated maintenance facility within in a 20 mile radius of the Training Center (CETC) Front Royal, Virginia as soon as possible for essential repairs (e.g., items due to manufacturer safety recall or that may cause damage to the equipment or a safety hazard for the operator or occupants) and within 10 work days of notice for non-essential service, and will retrieve the vehicle from that location upon notice from the vendor or Contractor that maintenance has been completed. The ATF will not have any repairs made to any vehicle without prior approval of the Contractor. The Contractor will pay all fees and charges associated with vehicle towing, maintenance, repairs and inspections directly to the vendor performing the service. Contractor-designated maintenance facilities shall be within 20 miles of the vehicle location, unless otherwise agreed upon by the Contractor and the ATF. ATF will pay all normal operating expenses, including gasoline and tolls and parking fees. The Contractor will provide a temporary replacement loaner vehicle, similar to the original vehicle, for any vehicle that will be out of service for maintenance or repairs for more than three consecutive business days; such loaner vehicles will be provided for the entire time period the original vehicle is out of service after the third day, and at no additional charge to the ATF. The Contractor will provide a permanent replacement vehicle for any vehicle that will be out of service for more than ten consecutive workdays or that is out of service for breakdown repairs on more than three occasions during any twelve month period. Such permanent replacement vehicles will be provided for the remainder of the original vehicle lease period, and at no additional charge to the ATF; in these instances, the replacement vehicle shall meet the same specifications as the vehicle being replaced, unless differences in specifications are agreed upon in advance by the ATF, and will be considered a continuation of the original lease for pricing purposes ATF. Price shall include shipping to the nearest dealership in Front Royal, VA 22630. Ship to location: Bureau of ATF, 122 Cavalry Drive, Front Royal, VA 22630 This is a Firm Fixed-Price contract. The following provisions are applicable to this commercial item acquisition: FAR 52.212-1, Instructions to Offerors-Commercial; FAR 52.212-3, Offeror Representations; (Vendor must furnish Offeror Representations in writing); FAR 52-212-4, Contract Terms and Conditions-Commercial Items; FAR 52-212-5, Contract Terms and Conditions Required to Implement Status or Executive Orders-Commercial Items; FAR 52.208-4, Vehicle Lease Payments; FAR 52.208-5, Conditions of Leased Vehicles; FAR 52.208-6, Marking of Leased Vehicles; FAR 52.208-7 Tagging of Leased Vehicles and FAR 52.228-8, Liability and Insurance – Leased Motor Vehicles. Vendor must have registered in the Central Contractor Registration Database at www.ccr.gov to receive this award. This award will be made utilizing the Simplified Acquisition Procedures under FAR Part 12 and 13. Award will be made to the responsive, responsible vendor meeting all the requirements listed above at the lowest price on an All or None Basis.
