- PR: F2BBAV8155A001Buyer: Marietta SciaraffaDate: 09 June 2008 NOTICE OF INTENT TO AWARD SOLE SOURCE - 06 June 2008 -This serves as a "Notice of Intent" to issue a purchase order under FAR 13.501, Simplified Acquisition Procedures, to National Technical Systems, Boxboro, MA, on a Sole Source basis to acquire the following service as follows on Line Item 0001:The contractor is to provide environmental testing on three (3) flight plasma probe units: 1 qualification unit and 2 flight units. Requirements are to be supplied on a requirements document and performed per a test procedure. This must be followed in order for this experiment to fly on the HTV-2 vehicle. The requirements are levied by DARPA, the Air Force, and other industry partners. AFRL will supply the test fixture. The vendor may have to make or modify adapter plates to accommodate the test fixture. Where possible, both flight units may be tested simultaneously to facilitate schedule and reduce costs (i.e. thermal testing). A final report will be submitted to the AFRL lab!. A statement of work will be provided upon request with specific services included. This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular FAC 2005-25 Effective 22 May 2008. This requirement is determined to be available from only one source because of the compatibility requirements to existing write files. No request for quote for this procurement will be transmitted via Federal Business Opportunities. This notice of intent is not a request for competitive proposals; however, all proposals received within 5 days after date of publication of this notice will be considered by the Government with an award date on or about 16 June 2008. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.
