Description
The National Institute of Standards and Technology(NIST) intends to negotiate, on a sole source basis, under the authority of FAR 13.501(a)(1)(i), with the Applied Research Associates, Inc.(ARA, Inc), Albuquerque, NM for additional analysis work of the World Trade Center 7 structural models and collapse. A determination to sole source to ARA, Inc. this requirement is based on proprietary information gained by a detailed knowledge learned in doing the finite element model, its verification and the expertise to run the large complex model, which was developed during this investigation. A final analysis was completed and a second analysis has been initiated. The second analysis must be conducted with the same interactive procedures as was used in the first final analysis. ARA, Inc. is the only contractor who can complete the work under this requirement as no other contractor can meet the schedule for completion of the ongoing NIST-WTC 7 investigation. No other contractor can gain the same knowledge and expertise in a short period to do the work of this requirement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received to this special notice by 5pm EST June 16, 2008. A determination, by the Government not to compete the proposed acquisition based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purposes of determining whether to conduct a competitive procurement.
