- 1. Public Notice of Intent: This Public Notice (synopsis) seeks to improve competition among capable sources by advertising Government Requirements in accordance with FAR Subpart 12.6- Streamlined Procedures for Evaluation and Solicitation for Commercial Items. The synopsis is largely published for informational purposes and records combined Synopsis F4F0AH8151A001/Solicitation FA8601-08-T-0049. The Government anticipates fixed price negotiations with a single suggested source for less than the simplified acquisition threshold of $100K. The suggested source is incumbent Jones Fish Hatcheries Inc. The applicable U. S. Department of Labor Code is NAICS 112511 with size standard of $750,000. Large and small business firms may respond to this synopsis of Government requirements in draft Specifications. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (1), DFARS Part 213 and FAR 6.302-1(a) (2). A determination by the Government not to compete this proposed award, based upon responses to this notice, is solely within the discretion of the Government. Information electronically submitted in accordance with below instructions will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government shall not pay companies for any budgetary price estimates and technical responses submitted about this Government Request For Information. 2. Instructions for submitting Electronic Information: This notice of intent is not a request for competitive quotations; however, the Government will consider all budgetary unit price estimates electronically received about this Public Notice. Each response shall identify the company DUNS code, CAGE code and Federal Tax ID code. Email responses shall not be sent as an executable file (.exe) or as a zip file (.zip) because information technology security systems of WPAFB computers do not allow receipt of such files. Source shall offer fixed unit prices for all services being solicited, and the Government reserves the right to awards without discussion. Any responsible firm may submit a quote budgetary unit prices that remain effective for at least 30 calendar days after date of submitted response. Evaluation criteria are to award based on the lowest priced technically capable source based on fixed unit prices for multiple deliveries in draft Specifications. COMMERCIAL COMMODITY: 2,200 POUNDS OF HEALTHY CATFISH DELIVERED TO WRIGHT-PATTERSON AFB OHIO IN ACCORDANCE WITH SPECIFICATIONS Draft Specifications 29 MAY 2008 1. SPECIFICATIONS: Before 22 July 2008 the contractor shall complete all four separate deliveries of live, healthy catfish ranging from a minimum weight per fish of 1.5 pound to maximum weight of 5 pounds to both lake locations on Wright-Patterson AFB, OH. Both the contractor and Government will use phone calls and email messages to confirm all scheduled delivery orders and any weather related changes to paragraph 2 (DELIVERY SCHEDULE) of this PWS. All multiple deliveries are inherently time sensitive transport and delivery services that require seven calendar days before each scheduled delivery date because of changing lake water temperatures, water quality, fish eating habits and acclimation inherent with harvesting (weaning) affected by lake conditions. Within seven calendar days of Government accepted deliveries the contractor shall guarantee no cost replacement of any fish deaths inherent with acclimation to lake conditions when the Government does not overly stress (abusively poke and weigh) delivered fish. Anticipated delivery dates and pounds delivered to Lower Twin Lake and Bass Lake on Wright-Patterson AFB, OH are AS REQUIRED and identified in the DELIVERY SCHEDULE. 2. DELIVERY SCHEDULE: The contractor shall coordinate AS REQUIRED changes to phased delivery orders at least 24 hours prior to (Mondays) before all scheduled deliveries (Tuesdays). All multiple catfish deliveries shall be accepted during the same week for the following Not Later Than (NLT) dates; delivered pounds; and lake locations. INSPECTION OF DELIVERIES: The Government Program Manager shall ensure herein designated Government inspector meets each contractor truck at Lower Twin Lake and Bass Lake for each confirmed delivery date. When flooding of Lower Twin Lake precludes contract truck access, the Government inspector shall ensure access for fish to be delivered to Bass Lake. The contractor shall weigh fish at the applicable lake delivery site. Contractually authorized Government Inspectors/Acceptor identified herein shall prepare receiving reports the same day of each delivery. Inspectors will witness and verify contractor weighing during each fish delivery. After each fish delivery the contractor is prohibited from draining any residue fish tanks water on any lake shore. ACCESS TO LAKE DELIVERY SITES: Because this fish farm contractor shall require recurring access through the 88 Security Forces Squadron (SFS) controlled commercial vehicle gate, to delivery sites, the contractor and Government Inspector/Acceptor shall mutually ensure this contractor complies with all current 88 SFS/SFOX (PASS AND REGISTRATION) BASE ACCESSS REQUIREMENTS.
