Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a sole-source basis with Hamilton Sundstrand Corp., One Hamilton Road, Windsor Locks, CT for the procurement of seventeen (17) Blade Fold Module Test Set, PN 70765-1, with four (4) one-year option periods for up to an additional twelve (12) option units, in support of the MH-60 Program. The Blade Fold Module Test Set is Peculiar Support Equipment (PSE) to support the MH-60 program and is used to test and troubleshoot the Blade Fold Module Assembly System. The Blade Fold Module Assembly provides power control to the main rotor blade pitch lock actuators and event sequences, and provides blade status information and detection of internal operational failures. NAWCADLKE intends to procure under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1. Hamilton Sundstrand is the designer, developer and Original Equipment Manufacturer (OEM) of the Blade Fold Module Assembly system and OEM of the Unit Under Test (UTT) Blade Fold Module Assembly. All data and drawings are proprietary to Hamilton Sundstrand. The Government does not possess the drawings or technical data at this time This synopsis is not a request for competitive proposals. Companies interested in providing an offer must be able to demonstrate in writing, by 23 June 2008, their capability to provide this equipment. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
