- Pursuant to 10 U.S.C. 2301 (c)(1), as implemented by FAR 6.302-1, Washington Headquarters Services intends to solicit a requirement with SAIC on a sole source basis. The contractor shall research, analyze, and provide administrative support for the coordination, population, and maintenance of the International Agreements Database (IAD). Effort includes coordinating with DoD Components to ensure the submission of all international agreements and the annual (cumulative) International Agreement Indices, reviewing international agreements submitted to DoD/GC for accuracy, and maintaining the Master International Agreements Index (IAI). This effort also includes: converting all international agreements to electronic form and incorporating them into the database, replacing photo-reduced, illegible images of maps with high-resolution, full-sized scans, performing final quality checks, conducting continuous security monitoring of the database, and maintaining connectivity to the Internet. The contractor will also upgrade the current IAD to merge the functionality of the current IAI and the IAD into a single application. Upgrade efforts include designing, documenting, and auditing/testing the upgrade. The upgraded IAD system will be constructed to support all of the functions of both current applications, incorporate the handling of classified data, and will be installed and operate on the Secret Internet Protocol Routable Network (SIPRNET). This notice of intent is not a request for proposals or quotations, although any information provided will be considered prior to award. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
