Description
The Central Region Administrative Division (CRAD), Great Lakes Environmental Research Laboratory, Ann Arbor, MI (GLERL) has a requirement to purchase water quality sensors for currently owned Aanderaa RCM-9 meters. These are proprietary sensors that are compatible with the Aanderaa meters. These sensors manufactured by Aanderaa are designed to be easily attached to the current meter; use the power supplied by the current meter; and to be compatible with its recording system. Sensors must be brand name any proposed equal must be compliant with the following salient characteristics: Must be an optical (not a membrane) sensor. Must operate on an input voltage between -6- to -14 volts. Signal output must be in Aanderaa SR10 format. Must have an operating depth of 300 m. Must work in temperatures between 0°C and 40°C. Must have a measuring range from 0-500 micro moles/liter and a resolution of 1 micro moles/liter. Conductivity sensor: Must operate on an input voltage between -6- to -14 volts. Signal output must be in Aanderaa SR10 format. Must have an operating depth of 300 m. Must work in temperatures between 0°C and 40°C. Must have a measurement range of 0-7.5 Siemens/meter and a resolution of 0.002 Siemens/meter. Turbidity sensor: Must operate on an input voltage between -6- to -14 volts. Signal output must be in Aanderaa SR10 format. Must have an operating depth of 300 m. Must work in temperatures between 0°C and 40°C. Must have a measurement range of 0-20 NTU with a resolution of 0.1 NTU (Nephelometric turbidity unit). To be considered interested parties must be able to demonstrate their ability to provide the sensors. Firms must furnish detailed specifications and descriptions to demonstrate their capability to provide the sensors and satisfy the Government's needs. Capability information shall include, at a minimum, name, telephone number and address of concerns for which you have previously furnished this supply, and detailed narrative that describes your ability to provide this supply as specified and descriptive literature. Interested parties must respond within (7) seven days after publication of this notice. If no affirmative responses are received, the government intends to issue a purchase order to the only known source, Aanderaa Data Instruments. The intended procurement is for supplies for which the government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisitions Procedures. The Government intends to solicit and negotiate with only one known source under the authority of FAR 6.302. However, all proposals received within 10 calendar days after the date of publication of this notice will be considered by the Government. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue an order to Aanderaa, whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Central Region Administrative Division (CRAD) requires that all contractors doing business with the Acquisition Office must be registered with the Central Contractor Registry (CCR). In order to register with the CCR and to be eligible to receive an award from this acquisition office, all offerors must have a Dun & Bradstreet Number. The government now requires all contractors submit their Certification and Representation thru the on-line Business Partner Network (BPN). The BPN is the single source for vendor data for the federal government. Contractors should go on-line at www.bpn.gov. Award will not be made to any contractor that is not registered in CCR and BPN.
