Description
The U.S. Department of the Treasury is competitively recruiting individuals to serve as resident (long-term) and intermittent (short-term) advisors in the areas of budgeting and financial management. Advisors provide support primarily to ministry of finance governmental officials in developing countries. Advisors are hired under personal services contracts. This recruitment is for assignments globally and significant international travel is required. Applicants are encouraged to apply based on significant knowledge and experience in any of the following areas: Budget Formulation (incorporation of forecasting methodologies into the budget process, expenditure targets, budget documents, analysis of budget requests) Budget Execution and Control (budget control including monitoring revenues and expenditures against budget, recording non-tax revenues, executing payroll and vendor payments; payroll operations; appropriation control including recording of encumbrances and monthly / quarterly allotments) Cash Management (forecasting and liquidity) Internal Control and Audit Financial Management Information Systems (both hardware and software and all phases of the cycle: design, procurement, software development and implementation) Accounting and Financial Reporting Macro-Fiscal Analysis Budget and Accounting Transaction Classifications (chart of accounts development and implementation) For all of the subject areas, advisors will be involved in activities such as: policy and procedure development such as preparing draft laws, regulations, standards and manuals; performance of analytical techniques; development of new business processes including both manual and automated systems; development of organizations including designing staffing complements and job descriptions; on-the job and classroom training. Qualifications: Applicants should be self-starters with a background in federal, state or local government. A Masters degree in public finance or related field is preferred. Overseas experience in developing countries, military, or other government service will be viewed positively. Knowledge of international standards is desirable. Proficiency in French, Spanish or other languages is highly desirable. Applicants must be U.S. citizens or U.S. resident aliens. Salaries and Benefits: Salaries are negotiated in accordance with program regulations, based on demonstrated salary history and the skills required. The salary ranges from $115,317 to $158,500. Successful applicants will be subject to a background investigation at the appropriate level. Overseas benefits are provided as allowed by federal regulations.
