Description
The Federal Aviation Administration (FAA), Systems Operations Contract Group, proposes to award a brand-name mandatory purchase order for a Tekronix H600 RF Hawk Spectrum Analyzer in support of the FAA's Tech Ops Air Traffic Control (ATC) Spectrum Engine Services Office. The purpose of this acquisition is to provide a portable Radio Frequency Interference (RFI) analyzer which includes embedded tracking capabilities for use in finding and eliminating RFI. The requirement is for the purchase of one Tektronix H600 RF HAWK SIGNAL HUNTER, with a quantity option to purchase four additional units. This procurement is considered to be a brand-name mandatory purchase based on the H600 RF Hawk Spectrum Analyzer unique performance capabilities in fulfilling the FAA's requirements in this area. The FAA will utilize this device to - Receive all FAA related frequencies (communication, navigation and surveillance)Embed GPS receivers for position/time tagging measurementsPre-Program RF measurements including: RF audio demodulation, RF waterfall display, occupied channel bandwidthMonitor noise floor maximum of -153dBm/HZ (10kHZ resolution bandwidth); andOverlay GPS data on a variety of map data sources, specifically: ESRI shape files, google maps, and standard geo-referenced BMP files. Purpose of Announcement: In accordance with the FAA Acquisition Management System (AMS) Policy 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to procure this item via brand-name mandatory purchase order procedures and to obtain comments on the subject requirements, as appropriate. The principle North American Industry Classification System (NAICS) code for this effort is 334515; Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals, with a Small Business Size Standard in Employees of 500. Inquiries by interested vendors must be submitted to the Contracting Officer at: Kenneth.M.Carter@faa.gov, or via facsimile at: (202) 267-5420, by 1:00 p.m. EDST, 20 July 2008. The Contracting Officer will not respond to telephonic inquiries. Any response(s) to this market survey will be used for informational purposes only. The survey is not to be construed as a screening information request (SIR), nor request for offer (RFO). As such, the FAA will not accept unsolicited proposals and assumes no liability for any cost associated with the submission of responses to the market survey. No further screening information request (SIR) or other postings will be issued as a result of this requirement.
