- Request for Quotation - Q7177080065 - Small Business Set Aside - Provide and install equipment needed for audio/visual systems in two multipurpose viewing/classrooms that can be divided by a partition at Carlsbad Caverns National Park, New Mexico. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format stated in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The Government will award a firm fixed price contract as a result of this combined synopsis/solicitation to the offeror who provides the best value to the Government. The NAICS code for this acquisition is 443112, small business size standard is $8.0 million. Quotations are requested via this notice only. A written solicitation will not be issued. The work of this acquisition consists of: Providing and installing equipment needed for audio/visual systems for two multipurpose viewing/classrooms that can be divided by a partition. Rooms "A" and "B" will frequently be used as one room with the entire length being 59' x 25' (see attached diagram). Offeror is to provide a 7.1 surround sound system to be utilized for the entire length when the partition is removed. The rear speakers must be capable of being turned off in room "B" when the divider is in place. Room "B" will require a separate sound system that can be utilized when room "A" is in session. Ceiling mounted screens are to be provided by the National Park Service (NPS) and are not to be included in this acquisition.Offeror is to provide a control system such as AMX or Crestron with RF wireless touch panel and charging station for each room "A" and "B". The control systems shall offer the following functions:1. System ON turns on all equipment.2. System OFF turns off all equipment.3. Ability to change inputs.4. Volume UP and DOWN.5. Full function DVD/VCR controls.Rooms "A" and "B" will be identical with the exception of the audio system. The following equipment wiill be required for each room. Offeror is to provide a proposal for each room separately. Pending the availability of funding the NPS will make the decision to furnish one or both rooms.1. 1280 X 720 projectors with a minimum of 4000 Lumens. Projectors must have the capability to project in 4:3 and 16:9 aspect ratios. RS-232 control is preferable. Screen size is 87" X 116" at 150" diagonal. Provide the appropriate lens for the screen size with the projector located 20' from screen.2. All mounting hardware for projectors. (Ceiling is a lay-in acoustical tile 10 feet high. Mounting hardware will go to the steel structure which is approximately 3 feet above the ceiling).3. Up converting DVD player.4. Professional DVD/VCR combo recorder such as JVC SR-MV55US with RS-232.5. Speakers for the 7.1 surround sound system must be wall mounted (take note of ceiling mounted screen for center channel speaker). Ceiling mounted speakers with back cans will be acceptable for the separate sound in room "B".6. Powered sub-woofer for room "A" only.7. Audio/Video switcher.8. High quality wireless microphone with lapel mic and handheld wireless for each room.9. Power conditioner with RFI/EMI interference filter with a 15 amp load or UPC.10. Control system with RF wireless touch panel.11. Wall plate with VGA and 3.5 audio to be placed for computer hook-up. (NOTE - 90 degree connectors will be needed due to limited wall clearance). Exact location will be determined on site.12. Computer input in equipment rooms "A" and "B".13. 25' VGA cable with 3.5 audio for lectern computer hook-up.14. Handheld wireless device that will allow advance of Power Point presentations.15. Audio/Visual rack and rack shelves as needed.16. AMX or Crestron control system with RF wireless touch panelAll cabling must be plenum rated with UL listing (New Mexico Electrical Code). All as needed wall penetrations with conduit must be fire caulked. All cabling must be installed in a neat, clean fashion. 2-4" conduit is in place at the ceiling line in each equipment room (located in each room "A" and "B"). NOTE - Due to limited wall clearance, 90 degree connectors will be needed for computer and 3.5 audtio to connection plate installed in wall. Each room "A" and "B" are already equipped with exhaust fans and are not included in this acquisition. As Built drawings must be provided by the contractor and must show all cable placements and equipment. Contractor must label all cabling running to the equipment rack. Contractor must provide a hard copy, as well as an electronic copy or DVD, of all drawings, equipment manuals, warranty information for equipment and workmanship, and source code for programming to the NPS upon completion of project. Contractor will provide training to NPS stall in the use of all equipment. This is a best value acquisition and award will be made based on price and non-price related factors. The Government will not accept an offer for award on the basis of superior capability without concern for the price of the offer. All evaluation factors other than price or cost, when combined, are approximately equal to cost or price. Non-price related factors are: 1) Past Performance - evaluation of this factor will be based upon an assessment of the satisfaction of previous clients; 2) Demonstratied ability in type of work required - evaluation is based on an assessment of the offeror's documented experience and ability in the type of work required under this contract; 3) On-site reponse time to troubleshoot any issues that may arise with the equipment or installation.
