Description

Sources Sought Notice: The Air Force is seeking sources for apotential 100 percent set-aside for HUBZone, or Service Disabled Veteran Owned Small Business (SDVODS) concerns. IF ADEQUATE RESPONSES ARE NOT RECEIVED, THE ACQUISITION MAY BE SOLICITED ON AN UNRESTRICTED BASIS. This is a sources sought for planning purposes only: TITLE/DESCRIPTION: Exterior Restoration-Research Lab Facility 21603 (building 18E), Project Number 961848. Facility 21603 was constructed in 1943 as a dynamometer laboratory testing facility with four research test cells. Since its construction various experiments has required multiple utilities including high pressure compressed air, nitrogen and natural gas, liquid nitrogen, a range of electrical power, etc. This project will remove abandoned utility piping and repair holes that remain from current and past piping removals. Many years of weathering has also caused the exterior brick to deteriorate and requires tuck-pointing, selective brick replacement, cleaning and sealing. The buildings concrete service dock is cracked in several locations and the steel guard railing and metal stairs are rusted. The building varies from 30 feet to 60 feet above grade, so most of the work will be performed in lifts or on scaffolding. DOLLAR VALUE: $500,000 to $1,000,000 SPECIAL REQUIREMENTS/CONCERNS: Facility 20018E is eligible for listing on the National Historic Registry, therefore, stringent State Historic Preservation Standards must be metContractor needs to have extensive similar experience in concrete repairs and tuck pointing, on a similar scale. Demolition activities will require the protection of the remaining structure and utilities and experience in rigging will be necessary to access and work in tight constrictive locations. Government personnel will occupy the facility during construction. Special care must be maintained to eliminate the possibility of the demolished construction debris from falling around the exterior of the building and damaging government property or injuring personnel. Constant clean up of debris and coordination of the staging of materials and equipment is a requirement and must not hamper building operations. PERFORMANCE PERIOD: 180 days This is not a notice of solicitation issue. This Sources Sought Notice does not constitute a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does this issuance restrict the Governments acquisition approach. The North American Industry Classification System (NAICS) code is 236220. PRIME contractors who are HUBZone and/or SDVOSB and who intend to submit a bid for this solicitation MUST submit the following by 2:00 p.m. (local Dayton, OH time) on 9 June 2008: (1) a positive statement of your intention to submit a bid for the forthcoming solicitation as a Prime Contractor; (2) date of HUBZone and or SDVOSB certification; (3) listing of experience in work similar in type and scope that you identified to include contract numbers, project titles, dollar amounts, and points of contact with their current phone numbers; (4) evidence of capability to be bonded for bid, performance and payment bonds; (5) if you are a HUBZone considering a joint venture, you will need to provide proof that this consideration has been forwarded to the cognizant SBA office for approval. Firms interested should provide the above documentation; e-mail and faxed responses will be accepted. All of the above must be submitted in sufficient detail for a decision to be made on the availability of interested HUBZone or SDVOSB concerns. Responses shall be limited to five (5) pages. Failure to submit all information requested would result in a contractor being considered not interested in this requirement.
