Description
The Defense Logistics Agency, Defense Supply Center, Columbus, Ohio has a requirement for the REPLACEMENT OF CONDENSING UNITS AT BUILDINGS 10 AND 11. This procurement is being issued on an UNRESTRICTED basis for full and open competition pursuant to the Small Business Competitiveness Demonstration Program Act of 1988, Public Law 100-656 (15 U.S.C. 644 note). The contract will be issued pursuant to the Small Business Competitiveness Demonstration Program. The combined magnitude of construction for these projects is between $1,000,000 and $5,000,000 The award will be a firm fixed price contract. Contract award will be made to a responsible offeror based upon the overall cost of performing the work. There will be one award made for the solicitation even though there are two separate project numbers. The Government will not make a separate project award based upon the proposed costs of each individual project. Award may be made without discussions. The following summary is for the purpose of general information and is not intended to include and describe every feature or item or to define the scope of the work. It is expected that prospective contractors will attend the site visit and thoroughly familiarize themselves with the project prior to submitting a proposal. The contractor shall provide all necessary plant, labor, material, supplies, equipment, tools, delivery, disposal, and supervision required in performance of all operations in conjunction with projects CSC-05843 and 05844 complete, in strict accordance with the specifications and Contract Drawing No. 4-496 subject to the terms and conditions of the contract. Work includes, but is not limited to, demolishing the existing condensing units and piping and installing 29 new water coils and piping and 2 large air cooled condensing units. New concrete pads will be required for location of the new condensing units. The areas at which the work is to be performed may remain active and operational during the performance of the contract. It is imperative that all work performed under the contract be scheduled and phased to minimize disruption of utility systems, personnel and vehicular traffic and to provide accessibility to the buildings at all times. MANDATORY CONTRACTOR QUALIFICATIONS: This project requires the use of specialized skills and equipment. Contractors submitting proposals for this project shall have a valid license to install HVAC equipment within the State of Ohio, and shall have a minimum of three (3) years of experience in the HVAC field. All contractors shall submit with their proposals written qualifications, work experience, and references for projects satisfactorily completed within the last two (2) years, demonstrating the contractor is qualified and experienced to perform the types and magnitude of work specified under the project. Only qualified tradesmen or mechanics shall be assigned to do the work required under the contract. At no time shall the work be accomplished by apprentices or laborers without the supervision of a journeyman or higher level supervision. PERIOD OF PERFORMANCE: All work associated with the performance of these two (2) projects must be completed within 180 calendar days after the receipt of the Notice to Proceed (NTP). This includes final inspection and cleanup. The tentative time frame for issuance of the Request for Proposal (RFP) SP470208R0011 will be on or around 12 June 2008. A site visit will be conducted. The exact date and time for the site visit will be stated in the solicitation package. The solicitation will close at 1:00 PM (Eastern) on 14 July 2008. Prospective contractors must be registered in the DOD Central Contractors Registration (CCR) database and Online Representation and Certifications Application (ORCA) database prior to award of a Government contract. Offers are further advised that failure to register in the CCR or ORCA databases will render the contractor ineligible for award. Registration requires applicants to have a DUNS Number. The Government reserves the right to cancel this solicitation, either before or after closing date, with no obligation to the offeror by the Government.
