This is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in Subpart 12.6, as supplemented with additional informationincluded in this notice. This announcement constitutes the only solicitation; proposalsare being requested and a written solicitation will not be issued. This notice is beingissued as a Request For Quotation (RFQ) NNK249894Q is hereby issued for a quantity of one(1) each, Portable Planetarium complete system. FAR 52.212-1, Instructions toOfferorsCommercial, applies to this acquisition. FAR 52.212-4, Contract Terms andConditionsCommercial Items, applies to this acquisition. FAR 52.212-5, Contract Termsand Conditions Required To Implement Statutes or Executive OrdersCommercial Items,applies to this acquisition. The provisions and clauses in the RFQ are those in effectthrough Federal Acquisition Circular (FAC) 2005-25, FAC can be obtained fromhttp://acquisition.gov/far/fac.html.This procurement is a total small business set-aside. See Note 1. The NAICS code and thesmall business size standard for this procurement are 334310, 750 employees, respectivelyThe offeror shall state in their offer their size status for this procurement. Theproposal shall provide a description demonstrating how it meets all the requirementsstated below.All responsible sources may submit an offer which shall be considered by the agency.Delivery is required FOB Destination Kennedy Space Center, Florida, 32899, within 90 daysARO. Offers for the item(s) described above are due by 2:00 PM ET, June 17, 2008.Offerors shall provide the information required by FAR 52.212-1(SEPT 2006), Instructionsto Offerors, which is incorporated by reference. If the end product is other thandomestic end product(s) as defined in the clause entitled Buy American ActSupplies,the offeror shall so state and shall list the country of origin. The FAR may be obtained via the internet at URL:http://www.acquisition.gov/comp/far/index.html.The NFS may be obtained via the internet at URL:http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm. The description of the required Portable Planetarium is as follows:A complete turn-key, packaged portable planetarium, with compatibility with otherplanetariums used for educational activities at other NASA centers, which use MacintoshOSX. -A computer and software shall be provided as part of this system: a Macintosh laptopwith StarLab software installed. -Planetarium shall be a digital dome planetarium which is compatible with Starlabsoftware package, and NASAs Field Trip to the Moon software, shall be compatible withNASAs Hubble Vision 2 full dome software and contain 1 license of same, shall becompatible with Starry Night software and contain 5 licenses of Starry Night: HighSchool, and 5 licenses of Starry Night: Middle School, and 1 license of Starry Night: ProPlus.-Dome size shall be 5-6 meters, shall contain audio speakers and a projector with fisheyelens and remote control. The dome shall be handicap accessible.-The package shall support full dome video, have minimum contrast of 1200:1, capable ofconstellation overlays, equatorial, galatical, and ecliptic grids and an accurate motionof planets, suns and moons over a +/- 100,000 year span. The package must be capable ofautomatic navigation to any selected planet, moon, comet, asteroid or satellite.-Training and support to be provided by the offeror upon receipto of the portableplanetarium.All contractual and technical questions must be in writing (email or fax) tobeverly.davis@nasa.gov or fax to 321-867-1188 no later than June 10, 2008. Telephonequestions will not be accepted. Selection and award will be made to that offeror whoseoffer will be most advantageous to the Government, with consideration given to thefactors of proposed technical merit in terms of meeting or exceeding the requirements,and price. Offerors must include a completed copy of the provision at 52.212-3, OfferorRepresentations and CertificationsCommercial Items, which may be obtained via theinternet at URL: http://prod.nais.nasa.gov/eps/Templates/Commercial_Greater_Than_25K.doc.These Representations and Certifications will be incorporated be reference into anyresultant contract.
