- The Naval Air Warfare Center - Aircraft Division (NAWCAD) has a requirement for a quantity of one 4-Way Articulated Video Boroscope System, including an assortment of various sized optical probes and probe tips, to be competively procured under the authority of FAR Parts 13 and 12.6. The system will be used to assess the current health of mechanical equipment in an industrial or plant environment with temperatures ranging between 50 and 120 degrees F and relative humidity up to 95%. The Government is looking for a complete system including manuals and documentation, which is portable, has an exterior hard shell case, allows for real time image display and data capture and the ability to export the data to a computer via 2.0 USB. The system shall also be capable of producing digital video images and have a high intensity light source. Articulation controls must be 4 way articulating (up, down, left, and right). The system must use data files that are compatible with Microsoft XP operating system. The system shall operate on either (or both) 120 V, 60 Hz power or rechargeable battery (with charger) and have a battery back up. In accordance with FAR 19.5, this acquisition is under under NACIS code 333314 – Optical Instrument and Lens Manufacturing. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included herein. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The provisions at FAR 52.212-1 and 212-2 apply. FAR 52.212-4 and 212-5 will be included in any award resulting from this notice. Full text for these FAR provisions and clauses may be accessed at http://farsite.hill.af.mil/ CLIN 0001 – Base Unit Quantity – 1 The Base Unit shall house the system’s operating controls, display monitor and data system. The Base Unit can be either a self contained single unit or composed of separate components that interconnect (mechanically or electrically) to form an operating unit. The base unit shall be “one person portable” to the inspection site and can operate on either (or both) 120 V, 60 Hz power or rechargeable battery. A minimum of one (1) hour of battery backup operating time is required. If a rechargeable battery is used, an AC battery re-charger shall be included. •Data System shall: oAllow for real time image display on the display monitor. oCapture, store and export still image and video data files. The exported data files shall be compatible with and be displayed by Microsoft Windows XP® operating system/Windows Media Player. oHave a minimum of 1 GB of internal memory. oHave a minimum of one (1) USB 2.0 port for data export to a flash drive. •Color Display Monitor shall: oHave a minimum display capability of full color 640 X 480 pixel resolution. oHave a minimum screen size of 3 inches X 5 inches to a maximum of 6 inches X 6 inches. •Optical Probe Articulation Controller shall: oHave 4-way (up, down, left, right) directional control capability of the optical probe tip. The controller can be either a “joy stick” or a combination of up, down, left, right control buttons that only require one hand for operation. oHave the capability of articulating the probe tip to a minimum of plus or minus 90 degrees. •Object Display Intensity Controller shall: oHave the capability of adjusting/regulating the display intensity of the object being viewed with the optical probe to optimize illumination needed for still and video photographic exposure. CLIN 0002 – Probe (#1) (Nominal diameter - 0.25 inch/6.35 mm)Quantity - 1 •The optical probe shall: oBe capable of passing through a.25 inch/6.35 millimeter diameter hole oHave a penetration depth of 6.56 feet (2 meters) (nominal). oBe attachable to the Base Unit. oBe fabricated from materials to provide abrasion protection and strength to the probe. oCapable of interchangeable optical probe tips. oInclude if required, any insertion tooling to provide rigidity to the flexible optical probe of least 1 foot (30.48 centimeters) at the point of insertion. •The optical probe tip shall: oHave a minimum articulation of a plus or minus 90 degrees ((up, down, left, right) direction from center. CLIN 0003 – Probe Tip (Forward View) Quantity - 1 •The probe tip shall: oBe attachable to CLIN 0002 Optical Probe. oBe capable of passing through a 0.25 inch (6.35 millimeter) diameter hole. oHave a nominal field of view of 120 degrees from the face of the probe tip. CLIN 0004 – Probe Tip (Side View) Quantity - 1 •The probe tip shall: oBe attachable to CLIN 0002 Optical Probe. oBe capable of passing through a 0.25 inch (6.35 millimeter) diameter hole. oHave a nominal field of view of 120 degrees from the face of the probe tip. CLIN 0005 – Probe Tip (Stereo Measurement) (Forward View)Quantity - 1 •The probe tip shall: oBe attachable to CLIN 0002 Optical Probe. oBe capable of passing through a 0.25 inch (6.35 millimeter) diameter hole. oHave a nominal field of view of 50 degrees from the face of the probe tip. oIf required for verification of the accuracy of measurements, include a Measurement Verification Block. CLIN 0006 – Probe (#2) (Nominal diameter - 0.1875 inch/4.76 mm) Qt. - 1 •The optical probe shall: oBe flexible and have a usable penetration depth of at least 6.56 feet (2 meters) (nominal). oBe attachable to the Base Unit. oBe fabricated from materials to provide abrasion protection and strength to the probe. oCapable of interchangeable optical probe tips. oInclude if required, insertion tooling to provide rigidity to the flexible optical probe of least 1 foot (30.48 centimeters) at the point of insertion. •The optical probe tip shall: oHave a minimum articulation of plus or minus 90 degrees ((up, down, left, right) direction from center. CLIN 0009 – Probe Tip (Stereo Measurement) (Forward View)Quantity - 1 •The probe tip shall: oBe attachable to CLIN 0006 Optical Probe. oBe capable of passing through a 0.1875 inch (4.76 millimeter) diameter hole. oHave a nominal field of view of 50 degrees from the face of the probe tip. oIf required for verification of the accuracy of measurements, include a Measurement Verification Block. CLIN 0010 – Shipping and Storage Case Quantity - 1 •Shall provide a hard shell padded partitioned instrument case for shipping and storage of the borescope. CLIN 0011 – Documentation and Manuals •Operation and Maintenance Manual(s) (Hardcopy) Quantity – 1 CLIN 0012 – Documentation and Manuals •Operation and Maintenance Manual(s) (CD) Quantity - 2 Proposals will be rated “DO” in accordance with Defense Priority Allocation System. No split awards will be made. Provide a complete copy of the unit’s Standard Commercial Warranty Quotations will be evaluated based on the following factors: Technical, Price, Delivery, and Past Performance. All factors are of equal importance; however the Government reserves the right to make an integrated evaluation resulting in the best value to the Government, price and other factors considered. TECHNICAL: For the Technical factor, please provide commercial brochures/literature, technical specification sheets and/or other information sufficient to show how the product meets all of the Government’s minimum technical requirements as provided herein. PRICE: Please provide a Firm Fixed Price per system including all discounts which may be applicable. Pricing shall include FOB Destination terms to NAWCAD, Patuxent River MD 20670. DELIVERY: Please specify a date for delivery of all items, after receipt of a written purchase/delivery order PAST PERFORMANCE: Please provide three prior contract or purchase order numbers; for recent, same or similar products sold. Include a customer end-user point of contact and phone number for each contract/purchase order record provided. The Government may evaluate general customer satisfaction with the product, on-time delivery, ease of warranty claims and any other information determined by the Contracting Officer regarding the Contractors ability to deliver a quality product. The Government reserves the right to obtain Past Performance information from any source and not solely from the information provided by the Contractor.
