Description
It is the intent of the Missile Defense Agency (MDA) Targets and Countermeasures Program Office, Martin Road, Redstone Arsenal 35898, to negotiate on a sole source basis with Orbital Sciences Corporation, 3380 S. Price Road Chandler, AZ 85248. The proposed acquisition is directed to Orbital Sciences Corporation pursuant to the authority of FAR 6.302.1, 'only one responsible source and no other supplies or services will satisfy agency requirements.' The proposed acquisition will require the contractor to provide a maximum quantity of one (1) Medium Range Target (MRT) System for mission Japanese Flight Test Mission (JFTM)-3 with a priced option for an additional MRT in support of JFTM-4. Both the basic and option activities will include related target vehicle integration activities and Mission/Launch Support and Execution to be conducted at the Pacific Missile Range Facility (PMRF). The JMSDF (Japanese Maritime Self-Defense Force) is conducting a series of Aegis Class Ballistic Missile Defense System (BMDS) tests that require targets with consistent mission to mission characteristics and threat representations. JFTM-3 and JFTM-4 are the next two missions in this series. The JMSDF flew JFTM-1 in December 2007 with a configuration that is no longer available. The JMSDF have requested a Castor IVB MRT with a configuration that would be consistent with the original in order to maintain consistency across the series of Aegis BMDS tests. Orbital Sciences Corporation designed and built the original MRT and can provide the configuration that meets the consistency requirement. The contractor has all the necessary design, engineering, manufacturing, software, integration, and mission execution expertise. No other contractor fabricates the necessary configuration and integrates this vehicle or an equivalent medium range vehicle that satisfies the consistency requirement against JFTM-1 within budget and schedule constraints.
