Description
The U.S. Army, Office of the Project Manager, Maneuver Ammunition Systems (OPM-MAS), Picatinny Arsenal, NJ is seeking contractor developed designs for the 5.56mm, M995 Armor Piercing (AP) Cartridge. The Government contemplates testing contractor designs to determine their capability against the performance specifications. These items are currently procured in accordance with Government performance specifications, as there is no current US Government Technical Data Package available for this item. The Government contemplates soliciting from capable contractors a quantity of 2,000 each of the 5.56, M995 AP cartridges for testing. As a result of entering into any contractual instrument with any contractor, the Government will NOT be sharing any resultant data from Government testing, except perhaps a cursory pass/fail based on current M995 requirements. No quantifiable or comparison data will be released by the Government. The 5.56mm AP cartridges provide enhanced penetration capabilities against lightly armored vehicles and fortifications as compared to the standard 5.56mm, M855. The 5.56mm, M995 will be used in the M16 rifle, the M4 carbine and the M249 Squad Automatic Weapon. All responsible interested sources are encouraged to submit their company information along with their capabilities to produce the 5.56mm, M995 AP cartridge, a Rough Order of Magnitude (ROM) and projected delivery schedule for the cartridges. This information shall be submitted no later than 15 days from the initial publication of this notice to: Commander, U.S. Army JM&L LCMC Acquisition Center, ATTN: AMSML-AQ-MA, Bradley Borek, Bldg. 10, Picatinny Arsenal, NJ 07806-5000 or at bradley.borek@us.army.mil. Please include company name, address, telephone number, and technical point of contact, brochures/literature. THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION. Please be advised that the Government will not pay for any information submitted under this announcement. Electronic submittals are preferred. See Numbered Note 25.
