Description
The US Fish and Wildlife Service contracting and General Services Office in Portland, Oregon has a requirement for a contractor to mechanically and chemically treat weeds to prevent the spread of wildfires and increase wildlife habitat quality. The project area consists of three treatment units in the Sweetwater River channel between Willow Glen Drive and the Sweetwater Reservoir in Rancho San Diego, California (Maps 1-4). The majority of the project area (Treatment Units 1 and 2; Maps 2 and 3) consists of Southern Cottonwood-Willow Riparian Forest dominated by Gooding's willow {Salix goodingii), arroyo willow (Salix lasiolepis), California sycamore {Platanus racemosa), Fremont cottonwood {Populus fremontii ssp. fremontii), and mulefat {Baccharis salicifolici). Upland areas adjacent to the project area are classified as Diegan coastal sage scrub and southern mixed chaparral. A wide variety of non-native, invasive woody species can be found throughout the project area. The primary non-native species to be targeted for removal include giant reed {Arundo donax), salt-cedar (Tamarix spp.), Peruvian peppertree {Schinus molle), eucalyptus {Eucalyptus spp.), Mexican fan palm {Washingtonia robusta), Canary Island date palm {Phoenix canariensis), and castor bean {Ricinus commiinis) (Table 1). These species, especially giant reed, tamarisk, and the palms, are known to significantly increase fire hazard in the wildland-urban interface. Treatment Unit 3 consists of privately-owned land occupied by the Cottonwood Golf Course. Two concentrations of invasive plants on the golf course will be targeted (Map 4). The first extends westward from the end of Par Four Drive along the edge of the refuge, and the second is located around a pond just east of the Steele Canyon Road Bridge. The total area of the three treatment units is 278 acres (Unit 1: 124; Unit 2: 118; Unit 3: 36). However, the target plants are scattered throughout the units, and the actual area to be treated is approximately 20 acres. Patches of giant reed are typically small (less than 0.02 acres) and are scattered throughout the project area. Prior to the start of the project, contractor will develop a map of invasive woody species with the project area using a GPS unit. This will be a base with 4 option years, with period of performance starting the beginning of July, 2008. Award of this contract will be based on best overall value you to the government with past performance and cost as factors.
