- This is a Request for Information prepared in accordance with FAR 52.215-3. FAR 52.215-3 REQUEST FOR INFORMATION OR SOLICITATION FOR PLANNING PURPOSES (OCT 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in sub-section 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although “proposal” and “offeror” are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of market research. This is a Sources Sought Notice Only for Small business. The U.S. Agency for International Development (USAID) Washington, D.C. has a requirement for financial management services. USAID is a worldwide organization with missions in over 50 countries. USAID currently administers a large portfolio of direct “sovereign” loans and loan guarantees extended to foreign governments and foreign non-governmental entities. The financial management loan servicing requirements for these loans include the receipt and disbursement of funds, loan accounting, collections, maintenance of documents, and U.S. Treasury financial reporting requirements, among others. A high degree of expertise is necessary to insure that the agency’s credit programs are effectively administered and that financial reporting on the activities involved meet the high standards required for audited financial statements. Direct loans, loan guarantees and loan portfolio guarantees, each have somewhat different requirements that the contractor must meet, while certain requirements are common to all programs. The contractor will provide the following loan accounting services: •Notify the borrowers of the date and amount of payments due on loans, including principal, interest, past due amounts, penalties and fees, and provide instructions for wire transfer of funds. •Receipt of payments capability via wire transfer to the U.S. Treasury accounts at the Federal Reserve Bank of New York. •Determine the payments received from wire daily from borrowers using the Treasury’s Cash Link II system, and reconcile with the actual amounts due. •Maintain a computerized loan-related subsidiary accounting ledger for each loan for the purpose of calculating the loan balance, amortization of principal and interest, penalties and fees owed, and for receipt of payments. Process and provide input from this database to the agency’s automated core accounting system, Phoenix. •Conduct an annual loan confirmation of all outstanding loan balances. Assist USAID with reconciling differences in amounts owed. •Maintain a complete history of delinquency and defaults on each loan and efforts made to collect past due amounts. •Develop an accounts receivable system to notify USAID field personnel of past due amounts and receive notification of collection efforts undertaken by USAID. •Maintain custody of all documents which evidence loan agreements and rescheduled thereof. Receive, retain, file and store accounting records necessary to substantiate accounting entries made to subsidiary loan ledgers, and to produce reports required under deliverables. •Perform the duties of Paying and Transfer Agent for both the covered and non-covered guaranteed loans such as oMaintaining a register of noteholders and issuing replacement notes; oDisbursing funds to noteholders oSimilar functions mentioned above •Perform the function of an Escrow Agent. •Provide services through an on-line web based system. Services must be performed in the Washington DC area. USAID is conducting market research to determine if there are any qualified small businesses that would be available and interested in fulfilling this requirement. North American Industry Classification System The North American Industry Classification System (NAICS) code for this requirement is 522390 and the small business size standard for this NAICS code is $6.5 million dollars in annual receipts.
