- Description
- The Indian Head Division, Naval Surface Warfare Center (IHD/NSWC) is seeking companies with technical expertise and experience in the production of radio frequency (RF) controlled detonators. The IHD/NSWC has developed a programmable remotely-fired detonator system known as the Electronic Blasting Cap System (E-CAPS) that consists of a transmitter and up to fifteen receivers/detonators. The receivers are programmed (via the transmitter) to detonate through a uniquely encoded radio frequency (RF) signal. Each receiver can be programmed to detonate immediately or after a programmed delay. The receivers are one time use devices whereas transmitters are reusable. The Government anticipates initial quantities per year for these devices to be 50-150 transmitters and 1000-2500 receivers. The E-CAPS transmitter is 4.8 inches in length, 2.7 inches in width, 1.5 inches in height and weighs approximately 6.4 ounces. The transmitter design consists of an RF transceiver and antenna, programmable circuitry and programming buttons, LED display, and a single covered firing button. The E-CAPS receiver is 5.25 inches in length, 2.80 inches in width and 1.25 inches in height. The weight of the E-CAPS receiver is approximately 6.8 ounces. The receiver design consists of an RF transceiver and antenna, programming buttons, LED display, and arming pull tab. The receiver internally houses a Spider Exploding Foil Initiator (EFI) detonator (manufactured by Reynolds Systems) that uses a 370 mg pellet of RSI-007 as the explosive output. In addition the receiver unit holds a fuze well adaptor that contains a blasting cap with 2.1 grams of PBX-9407 explosive. The fuze well adaptor/blasting cap is externally stowed in the detonation cord slot across the top of the receiver. Both the receiver and transmitter units are currently enclosed in urethane housings. However, the government is in the process of upgrading the existing design to accommodate additional requirements & reduce parts costs, to include changing to an injection molded plastic case. Manufacturing of these devices requires an extensive background in the production of RF circuitry; technical expertise to sustain quality throughout all phases of the production process; a facility equipped to support explosive loading of these devices; and an established internal quality control system. All responding sources shall provide a summary of their companys capabilities including organization name, address, a description of facilities and/or equipment, manufacturing processes, inspection capability, personnel, past experience, and current production capacity per month. It is also required to provide a point of contact, phone number, fax number, e-mail address, business size, taxpayer identification number, DUNS number, and CAGE Code.
