Description
NASA/ARC has a requirement for four (4) additional sets of blade displacement (BD)measurement systems for four-quadrant photogrammetric measurement capability. Thephotogrammetric measurement system including cameras, strobes, fiber optics andcomputers. The systems are required for the expansion to a four-quadrant photogrammetrycapability to be used during the Airloads UH-60 IBC rotor test in the NASA Ames ResearchCenter, CA 40x80 wind tunnel, Summer 2008. NASA/ARC intends to purchase the items from 1st Vision Inc., Andover, MA, who is theonly known responsible source for continued development of this highly specializedequipment. There is no other system currently available that is compatible with theexisting hardware and NASA developed software designated as WingViewer. The authority ofthis action is 10 USC 2304(c)(1). The Government intends to acquire a commercial item using FAR Part 12.Interested parties may submit written capability statements to Rachel A. Jandron viaemail Rachel.A.Jandron@nasa.gov no later than 12:30PM PST on Thursday 06/05/08. Pleasereference NNA08249527Q-RAJ in any response. Such capability statements will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the Government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
