- The combatant craft community of the US Navy has been advancing the state of the art in littoral warfare craft design for the Special Operations Forces, Riverine Forces and Marine Corps. The craft have become very mission oriented and are built for a particular user and mission profile in the littoral or riverine environment. These craft art increasingly required to interface with one another and may operate unmanned in an autonomous or semi-autonomous mode. Because of these factors, the craft and/or the craft modules require different electronics suites with varying levels of integration and capabilities.The Naval Surface Warfare Center Carderock Division, Philadelphia intends to procure a Craft Integrated Electronics Suite (CIES) and situational awareness components and software that are compatible with the craft's baseline electronics suite. In order to improve the ability of the current and follow-on craft to meet diverse operational requirements and to provide maximum adaptability and flexibility, a larger scope of effort is required to meet the new and current demands of combatants involved in the GWOT. All of these suites have a common baseline of hardware and software equipment and functions. As part of the GWOT, there are many new requirements for all units involved in the conflict. Improvised Explosive Device (IED) detection/defeat, super computers to break down data onsite, Biometrics, and the increased requirement for wideband communications to provide this information to other units and to the TOCs are several of many requirments that are currently required. The Government intends to award a Cost Plus Fixed Fee Contract. The proposed contract action is for the services for which the Government intends to solicit and negotiate with only one source, Azimuth, Incorporated, 3741 Margantown Industrial Park, Morgantown, WV 26501-3700, under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information provided. The solicitation will be issued on or about 27 June 2008 and will close 30 days thereafter. All interested parties may download the solicitation and any amendments at http://www.neco.navy.mil or http://www.fedbizopps.gov at the approximate date listed for release of the solicitation.
