Description
It is the Governments intent to award a 12 month Firm Fixed Price (FFP) contract for continued study and testing of the Broad Area Unmanned Responsive Re-supply Operations (BURRO) helicopter. The goals under this contract are: Task 1) develop a flight test program evaluating potential performance improvements through variations in rotor rpm, extension of engine power/dynamic and transmission system limits, optimizing horizontal stabilizer incident angle as function of airspeed, and maximum allowable airspeed for different external loads; and Task 2) performance of flight-testing to verify and improve the enhanced simulation capability of the BURRO system. This requirement is sole source to Kaman Aerospace Corporation. The statutory authority for procurement of this effort through other than full and open competition is provided under 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. This requirement will expand on previous efforts provided by Kaman Aerospace Corporation under, contract number W31P4Q-04-C-R264. Under the previous contract Kaman Aerospace Corporation developed and demonstrated the basic technical feasibility of using BURRO; (1) Vertical Take-Off & Landing (VTOL) Unmanned Aerial Vehicle (UAV); (2) transport and insertion of an Unmanned Ground Vehicle (UGV); (3) conduct routine aerial re-supply missions; and (4) a ten hour endurance flight.
