- Contracting Office Address Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite Data Information Service (NESDIS), Acquisition Division, SSMC3, Room 10100/OFA64 1315 East West Highway, 10th Floor, Silver Spring, Maryland 20910 Description The U.S. Department of Commerce (DOC)/National Oceanic and Atmospheric Administration (NOAA)/Ocean Research & Applications Division intends to award a requirement on a sole source basis with Hawaiian Rafting Adventures. Hawaiian Rafting Adventures to provide and operate boat charter service, suitable for the safe and efficient transport of materials and personnel to and from the Lanai MOBY deployment site in support of the monthly diver calibration effort, and for emergency situations (i.e., tether failures). Provide skilled and trained divers to perform the monthly MOBY re-calibrations and services under typically adverse weather and sea conditions. Provide experienced technical and logistical support on Maui for materials in transit to and from the Lanai MOBY site. The contractor; Hawaiian Rafting Adventures (HRA), will be contracted to calibrate and maintain the Marine Optical Buoy (MOBY) at the mooring site located 12 miles off the coast of Lanai, Hawaii. On average, the diver calibrations / cleanings and swap-outs occur 8 times a year cumulatively. Since MOBY is a remote ocean site, there have been several times in the past when emergencies occur, the buoy will break-free from its tether, in this instance, HRA has been available to respond and retrieve our valuable equipment. Unfortunately, we have had to use this on more than one occasion. Interested parties who believe that they can meet the Government's requirement are requested to submit in writing an affirmative response; all responses must include detailed technical information and other technical literature demonstration the ability to meet the above requirements. In your response, you must address each of the items listed above in sufficient detail to permit agency analysis to establish a bona fide capability to meet the requirements. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written response must be received no later than fifteen days after publication of this synopsis. The solicitation for this requirement will be prepared in accordance with FAR Part 13 procedures. A firm fixed price contract is contemplated.
