- The U.S Army Joint Munitions and Lethality Life Cycle Management Command,Picatinny Arsenal, NJ in support of the Product Manager, Mortar Systems,anticipates issuing a Request for Proposal (RFP) on or about June 27, 2008 forthe manufacturing and/or delivery of Basic Issue Items, and Direct SupportTools for the M224 60mm Mortar Systems, M252 81mm and M120 120mm MortarSystems. The anticipated RFP will be a fixed price contract for a one yearbasic contract award quantity of approximately 49 each BII and 100 eachorganizational tool sets for the 60mm mortar systems, 71 each BII and 38organizational tool sets for the 81mm mortar systems and 97 each BII and 31each organizational tool sets for the 120mm mortar systems with four options.This contractual action will rely on a system integrator capable of making orbuying the components comprising the sets of mortar support equipment. Thisequipment is to be manufactured, inspected, assembled, packaged, and shippedin accordance with Government TDPs and applicable contract requirements.Potential sources should have a Quality System equivalent to ISO 9000:2000,experience in qualifying and managing vendors and prior contract experiencewith efforts of similar complexity. This contract will require the deliveryof Tritium bearing components. Producers and handlers for the M67 SightUnits, Tritium Lamps and Range Indicators will require NRC Certification.Reducing the number of times these tritium bearing devices are handled canreduce certification needs. The anticipated contract will require thesuccessful completion of first article inspections. The First Article sampleswill be required to be submitted to the Government five months after contractaward. The government intends to issue this solicitation on a full and openbasis. A listing of all individual items within the 60mm, 81mm and 120mmBasic Issue Item kits, the corresponding organizational tool kits as well asthe 81mm Direct support tool kit is available upon request by emailingedward.gelpke@us.army.mil. There is also a technical data package which maybe provided on CD-ROM to any interested offerors, provided a Non-DisclosureForm is signed and on file. All interested parties will also be required tosubmit an approved DD Form 2345 Militarily Critical Technical Data Agreement.The DD Form 2345 can be obtained at: www.dlis.dla.mil/jcp.
