- This announcement constitutes a Sources Sought Synopsis. This is not a Request for Proposal. The responses to this Synopsis will be used as a Market Research tool in order to identify Small Businesses, SBA Certified 8(a) firms, HubZone firms, and/or Service Disabled Veteran-Owned Small Business firms for the purpose of determining how the upcoming solicitation will be advertised. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Jacksonville District of the US Army Corps of Engineers is contemplating a maintenance dredging project for work that consists of removing the shoals along the Entrance Channel and the Turning Basin in Horseshoe Cove, Dixie County, Florida (approximately 80 miles north of Tampa). The required dredging depth is 6 feet with an allowable 1 foot overdepth. The total quantity to be dredged is approximately 68,558 cubic yards of material. All dredged material shall be placed into the designated upland disposal area located an average of 1.5 miles from the project site (the maximum distance to the disposal site is 2.3 miles). The Magnitude of Construction is between $1,000,000.00 and $5,000,000. Please provide a Statement of Capability (SOC) stating your skills, experience, knowledge, and equipment required to perform the specified type of work. This SOC should be a maximum of five (5) pages and include, at a minimum: (1) business type: Small Business, SBA Certified 8(a), HubZone, and/or Service Disabled Veteran-Owned Small Business; (2) brief description of your companys capabilities; (3) size and type of dredge; (4) whether your firm owns or leases the dredge and if the dredge is leased the name of the lessor and their business size; (5) pipeline and booster pump capabilities; (6) current location of dredge; and (7) mobilization method to Horseshoe Cove which is located in Dixie County, Florida. If your dredge is located on the east coast, include how your dredge will traverse the state of Florida (i.e., by crossing Lake Okeechobee, by truck, etc.). If your intention is to cross Lake Okeechobee, please provide an alternate method if the water levels in Lake Okeechobee are too low for your dredge to cross safely; for information regarding Lake Okeechobee and water levels refer to the website at: http://www.saj.usace.army.mil/pao/hotTopics/hot_topics_LO_HHD.htm. The contractors shall also provide brief references of jobs they have performed within the past three years, project title, type of work, and the magnitude of construction. In addition, interested contractors must include bonding information that the company has the capability of receiving bonding up to $5 million. If we do not receive an adequate number of qualified respondents, the solicitation shall be issued on an unrestricted basis and all firms regardless of size shall be eligible and encouraged to compete for this project. THE FINAL PLANS AND SPECIFICATIONS WILL BE SYNOPSIZED IN FedBizOpps WITH A STANDARD SOLICITATION NUMBER (such as W912EP-08-X-xxxx) AND REGISTRATION WILL BE REQUIRED AT THAT TIME.
