Description
1. GENERAL INFORMATION: This contract is being procured in accordance with the Brooks A-E Act as implemented in FAR Subpart 36.6. The top rated firm will be selected for negotiation based on demonstrated competence and qualifications for the required work. A-E services are required for Site Investigation, Planning, Engineering Studies, Schematics, Design Development, Construction Documents, Technical Specifications, Construction Period Services, Site Visits, Cost Estimates, and all other related information for the subject project. This announcement is open to all qualified professional A-E firms (no set aside restrictions). North American Industrial Classification System code is 541330. A firm-fixed-price contract will be negotiated. The contract is anticipated to be awarded in Jun 2008 and design estimated to be completed by July 2009. To be eligible for contract award, a firm must be registered in the Central Contractor Registration (CCR) Register via the CCR Internet site at http://www.ccr.gov. 2. PROJECT INFORMATION: The successful Architect/Engineer firm shall provide design services necessary to furnish: Schematics, Design Development, Construction Documents, Technical Specifications, Construction Period Services, Site Visits, Cost Estimates, and all other related information for Project 655-08-101, Upgrade and Expand Electrical Closets Bldg 1 at the Aleda E. Lutz VA Medical Center in Saginaw, Michigan. Project specifics: Upgrade and expand (19) existing closets 1A, 2A, 3A, 4A, 5A, BB, 1B, 2B, 3B, 4B, 5B, C1, C2, C3, C4, BD, D1, D2, D3 and construct (3) new electrical closets BC and C5 in building one to provide safe working clearances for VA personnel & contract personnel working in these spaces in accordance with NFPA 70, 70E & 99. 2. Relocate three branch panels from basement room 1 into electrical closet BB. 3. Relocate branch panel from basement room 18 into electrical closet BD. Relocate two branch panels from basement room 71 into new electrical closet BC. Relocate branch panel from behind the chapel into electric closet D1. Replace branch panel EB3 in ICU. Relocate circuits from branch panel C3B2 in room 386 to panel C3B1 in corridor of ICU and eliminate panel C3B2. Trace out all existing branch circuits and design their replacement as necessary to remove all splices in the circuits (between the circuit breaker and the first tap to a fixture or device on that circuit) to eliminate the old fuse panel boxes used as splice joint boxes, and construct accurate panel indexes. Replace electrical receptacles that do not meet the tension criteria of NFPA 99 & branch wiring to remove multiple splices. To remove asbestos covered domestic water lines from out of electrical closet space. To clean out old abandoned telephone cabling, old cable TV cabling & other old cabling abandoned in these closets. Verify all feeders are sized correctly on each distribution circuit and where found to be undersized (due to voltage drop, cable ampere rating verses panel ampere rating, or over current protection device rating) design their replacement with the proper sized feeder cable. Trace out all existing conduit runs above the lay-in ceilings on all floors and tag them and identify them for removal on the drawings. Cost Estimate(s). Phasing Plans for Construction including making recommendations concerning construction contract arrangements and scheduling that will be advantageous to the VA in terms of cost and timing. Design the removal of old Kilowatt Hour meters from circuits in the basement ceiling and electrical closet D. Field survey and update existing medical center electrical record drawings to include site drawings, generator buildings, floor plans showing closet locations, large scale closet drawings (showing plans and elevations) for hospital Building No.1, Administration Building No.2, Administration Building No.3, Administration Building No.4, Boiler house building No.6, Warehouse Building No.9, Shredder Building No.18, Generator Building No.19, Sub Station No.20, Garage Building No.21, Skilled Care and Rehabilitation Center Building No.22, Administration Building No.30 and Pavilion Building No. 26. 3. SELECTION CRITERIA: The selection criteria for this particular project are listed hereafter in descending order of importance. The first five are primary. The last two criteria are secondary and will only be used as 'tie-breakers' among firms that are essentially technically equal. Specialized experience and technical competence of the firm (including a joint venture or association) with the type of services required. Specialized knowledge and technical competence of the personnel proposed for assignment to the project in the application of the VA Electrical Design Manual, National Electrical Code NFPA 70, NFPA 70E and NFPA 99. Demonstrate the personnel have knowledge and experience in the application of the National CAD Standards. Past record of performance on contracts with the Department of Veterans Affairs, other Federal or State Government agencies, and private concerns. This factor may be used to adjust scoring for any unusual circumstances that may be considered to determine adequate performance by an A/E. Professional capacity of the firm in the designated geographic area of the project to perform work (including any specialized services) within thetime limitations. Unusually large existing workload that may limit A/E's capacity to perform project work expeditiously. Specific experience and qualifications of personnel proposed for assignment to the project and record of working together as a team. Geographic location and facilities of the working office(s) which would provide the professional services and familiarity with the area in which the project is located. Demonstrate success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design. 4. SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform this work must submit two copies of SF 330 (form available on-line at: http://vaww.va.gov/facmgt/ae) for the prime firm and all consultants, to the Department of Veterans Affairs, VA Medical Center, 5600 W. Dickman Rd., Bldg 145 - 001C, Battle Creek, MI 49015, Attn: Scott D. Brennan, to arrive no later than 4:00 PM local time on Jun 16, 2008. The SF 330 shall not exceed 50 pages. Facsimile or email transmittals will not be accepted. No additional project information will be given to firms during the announcement and source selection period. This is not a request for proposal. The Government will not pay nor reimburse any costs associated with responding to this sources sought advertisement. Award of any resultant contract is contingent upon the availability of funds.
