Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a request for quotation for the following: 1.0 REQUIREMENTS: The Corps of Engineers, Kansas City District, desires to provide training to prepare selected District personnel for the Project Management Institute (PMI) Project Management Professional (PMP) Certification Exam and earn Continuing Education Units (CEU). The training shall be traditional classroom instruction and shall satisfy the PMI requirement for 35 contact hours of project management education required for completing the PMP Credential application. 1.1 CONTRACTOR REPLIES SUMMARY: The contractor shall reply with a professional resume of the instructor, if the instructor name is known at the time the price quote is submitted, as described in section 2.1 CONTRACTOR PERSONNEL below. The contractor shall reply with a proposed syllabus based on section 2.2 TRAINING CONTENT below. The contractor shall state its required lead time to prepare for delivery of the subject training, as described in section 4.0 SCHEDULE below. The contractor shall issue Continuing Education Units (CEUs) as described in section 6.0 CONTINUING EDUCATION UNITS below. The contractor shall reply with a price quote for 25 trainees as described in section 7.0 PRICE QUOTE below. Please submit price quote no later than May 29, 2008. 1.2 GOVERNMENT POINTS OF CONTACT: The contractor shall reply to the persons in section 9.0 GOVERNMENT POINT OF CONTACT below. 2.0 TASKS: 2.1 CONTRACTOR PERSONNEL. The contractor shall provide an instructor who is certified as a Project Management Professional. The instructor shall be responsible for conducting training, evaluating the progress of trainees, and assessing their comprehension. The contractor shall reply with a professional resume of the instructor, if the instructor name is known at the time the price quote is submitted. If the instructor name is not known at the time the price quote is submitted, then the contractor shall furnish the instructors resume before the start of training. 2.2 TRAINING CONTENT. At a minimum, the PMP certification exam preparation training shall cover the application of the PMI Knowledge Areas contained in the Project Management Body of Knowledge (PMBOK), including project integration, scope, time, cost, human resources, risk, quality, procurement, and communications management, across the five PMI process groups, which include project initiating, planning, execution, controlling, and closing. The training shall offer a sample PMP certification exam or equivalent. The contractor shall offer a simulated PMP certification exam environment. The training shall offer instruction in completing the online PMI PMP credential application. The contractor shall identify an authorized PMI PMP Exam testing facility in the Kansas City metropolitan area. The contractor shall reply with a proposed syllabus. 2.3 SUPPLIES AND MATERIALS: The contractor shall furnish all necessary training materials and supplies for successfully conducting the training for up to 25 trainees per session. The contractor shall provide audiovisual equipment necessary to the training needs. Training materials shall include, but not be limited to, the Guide to the Project Management Body of Knowledge (PMBOK Guide) Third Edition,the PMP Exam Prep (5th Edition) by Rita Mulcahy, and Project Management: A Systems Approach to Planning, Scheduling and Controlling, by Harold Kerzner, 8th or latest edition. The contractor may provide additional instructional material, such as classroom lecture slides. The contractor shall provide training evaluation forms and certificates of completion for those trainees who successfully complete the training. The contractor shall be responsible for all costs associated with transporting supplies and training materials to and from the training site. 2.4 TRAVEL: The contractor is responsible for making all travel arrangements to and from the designated training site. All travel, per diem, and incidental expenses shall be in accordance with the Joint Travel Regulation. 2.5 PLACE OF PERFORMANCE: The training shall be delivered onsite at the Federal Office Building, 601 E. 12th Street, Kansas City, Missouri. 3.0 GOVERNMENT FURNISHED SUPPORT: The Government may provide other support as negotiated with the contractor. 4.0 SCHEDULE: The Kansas City District has identified the following dates for delivery of the PMP Certification Exam Preparation training: July 9, 10, 23, 24, 31, August 6, 7, 2008. The training shall be delivered from 12:00 p.m. to 5:00 p.m. on each date. The contractor shall offer a make-up training for students who miss a regularly scheduled session. 5.0 ADDITIONAL TRAINING: Additional training sessions may be added by modification. The actual number of trainees per session will be the basis for the final payment, unless otherwise negotiated. 6.0 CONTINUING EDUCATION UNITS (CEUs): The contractor shall be authorized to award CEUs. The contractor shall issue Continuing Education Unit (CEU) Certificates to Corps of Engineer employees who complete training as part of the Project Management Professional Certification Exam Preparation training. The contractor shall maintain auditable records as follows: Attendance rosters, Curriculum Vitae of instructor, training description and listing of texts/curriculum, and a record of CEUs awarded. Cost of CEU Certificates shall be in addition to the cost of instruction, supplies, materials, and other costs. 7.0 PRICE QUOTE: The contractor shall reply with a price quote for 25 trainees showing separate line item costs for instruction, supplies and materials, travel, and Continuing Education Unit (CEU) Certificates. Please Do not include the cost of the PMI PMP Exam in the price quote. 8.0 PROPOSAL EVALUATION: The proposal will be evaluated on cost to the Government, compliance with solicitation requirements, technical excellence, personnel qualifications, past and present performance. 1. The contractor shall provide an instructor who is certified as a Project Management Professional. The instructor shall be responsible for conducting training, evaluating the progress of trainees, and assessing their comprehension. Instructor shall have at least 2 years teaching Project Management Instructor should have good communication skills and classroom presence. Instructor should demonstrate high level of leadership experience in a teaching Project Management. 2. At a minimum, the PMP certification exam preparation training shall cover the application of the PMI Knowledge Areas contained in the Project Management Body of Knowledge (PMBOK), including project integration, scope, time, cost, human resources, risk, quality, procurement, and communications management, across the five PMI process groups, which include project initiating, planning, execution, controlling, and closing. The training shall offer a sample PMP certification exam or equivalent. The contractor shall offer a simulated PMP certification exam environment. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
