- SYNOPSIS / PRESOLICITATION NOTICE PROJECT TITLE: Development and Improvements of Property Prediction Methods for Dynamic Data Evaluation. LOCATION OF WORK: National Institute of Standards and Technology, 325 Broadway, Boulder, Colorado. NAICS CODE: 541710, Research and Development in the Physical, Engineering, and Life Sciences, Small Business Size Standard 500 employees. SET-ASIDE STATUS: Award is restricted to small business (or other specific category of small business as appropriate, for example, HUBZone). All responsible small businesses may submit a proposal which will be considered. Proposals from large business will not be considered. DESCRIPTION: The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), seeks a qualified contractor to procure services for the development and implementation of the methods and algorithms for development and improvement of property prediction methods for dynamic data evaluation; development of an automated method of thermophysical experiment planning based on dynamic data evaluation; development of a method for propagation of uncertainty information from thermophysical data to process simulation results; development and implementation of methods for ternary mixture data processing in dynamic data evaluation; development of storage principles and data processing methods for electrolytes, polymers and biological systems. General skills involve computer programming and database design and management skills combined with extensive experience in chemical thermodynamics, thermophysics, chemistry and chemical engineering. Specialized skills include demonstrated familiarity with the TRC data systems and, in particular, TRC SOURCE data system. SOURCE data system is a major relational archival system developed and maintained by the Thermodynamics Research Center of the Physical and Chemical Properties Division to store ‘raw’ experimental data for thermophysical, thermochemical and transport properties of pure compounds, binary and ternary systems as well as chemical reactions. SOURCE data system is also a powerful tool to produce various compilations and critical evaluations of data in both hard-copy and electronic forms. This work is targeting further enhancement of the ThermoData Engine (TDE) developed by the Thermodynamics Research Center (TRC) of the National Institute of Standards and Technology implementing the concept of dynamic data evaluation to provide on-demand recommended thermophysical and thermochemical property data for binary mixtures. TENTATIVE SOLICITATION ISSUE DATE: 05/31/2008 TENTATIVE PROPOSAL DUE DATE: 06/30/2008 ANTICIPATED AWARD DATE: July 2008 PERIOD OF PERFORMANCE: We anticipate awarding a contract with a one year base and 3 one year option periods.
